Yimen County Unveils Strategic Vision for the 15th Five-Year Plan, Focusing on Kunming-Yuxi Integration and Precious Metals Industry Expansion

Yimen County has officially presented its development roadmap for the upcoming 15th Five-Year Plan period, positioning itself around three core strategic pillars: serving as a pioneer zone for the Kunming-Yuxi coordinated development initiative, cultivating its identity as a scenic water-side city with a renowned mushroom heritage, and establishing itself as a leading base for non-ferrous and precious metals industries. The blueprint emphasizes industrial advancement, project execution, institutional innovation, and green transformation as the primary engines to drive the county's high-quality and leapfrog economic growth.

In the agricultural sector, Yimen's approach focuses on differentiation and specialization. Leveraging its unique local resources, the county is steadily implementing a modern plateau agriculture framework. As of the first half of the year, grain and oil crop planting has reached 219,900 mu, with summer grain harvests hitting 14.03 million kilograms; flue-cured tobacco cultivation stands at 59,000 mu with a targeted leaf purchase of 8.3 million kilograms, and vegetable output from 108,100 mu has already surpassed 50,000 tons. Additionally, an automated mushroom cultivation facility with an annual capacity of 8 million units is now operational, supporting the county's efforts in wild fungus conservation and understory cultivation. These efforts have contributed to a total output value of 884 million yuan from agriculture, forestry, animal husbandry, and fisheries, marking a 3.3% year-on-year growth.

Industrial development remains the county's economic cornerstone, with a strong emphasis on expansion and efficiency. The local government is executing a comprehensive plan to strengthen its industrial parks by refining evaluation systems, establishing clear input-output benchmarks, and implementing a management framework of positive and negative lists. Supply chain enhancement is a primary objective, particularly within the county's key auxiliary industries. Strategic projects are being advanced, including the second phase of the Yimen Copper smart factory and the Gusheng olive oil production line, while significant progress is being made on initiatives like the Yuanyi Crystal and Yulongsheng Phase II projects. The county is also actively developing its copper-cobalt mineral resources and seeking new investment projects in this area. From January to August, the county's industrial enterprises above a designated size achieved a total output value of 19.36 billion yuan, a substantial 17.9% increase from the previous year.

The tertiary sector is being invigorated through enhancements in service supply and demand stimulation. By the first half of the year, wholesale and retail sales from businesses above a designated threshold reached 1.49 billion yuan and 147 million yuan, respectively. Foreign trade saw a remarkable surge, with total imports and exports reaching 2.56 million USD, a 63.85% jump. Leveraging its reputation as the 'Hometown of Mushrooms,' Yimen hosted numerous events including the 22nd China Yunnan Wild Edible Mushroom Trade Fair and cultural tourism festivals, attracting 479,300 visitors and generating 472 million yuan in tourism spending. This vibrant activity propelled growth in the tertiary industry's value-added output to 4.5%.

The county's development strategy is firmly anchored in a project-centric approach, guided by the principle that project development is synonymous with broader economic progress. To this end, Yimen has established four distinct project reservoirs for pre-preparation, ongoing construction, new starts, and strategic priorities. This structured planning has resulted in a pipeline of 660 projects with a combined investment of 50.26 billion yuan. Investment attraction is treated as a critical lifeline, with the objective of ensuring that every planned project is successfully launched and every investment lands effectively. The first half of the year saw the signing of 54 new contracts valued at 2.07 billion yuan and the initiation of 76 projects with a total investment of 2.15 billion yuan. From January to August, 154 new projects were added to the official tracking database, bringing the total to 197 projects with an aggregate investment of 6.88 billion yuan. Furthermore, the county is aggressively pursuing central budget allocations and special bond funding, with 66 projects prepared for submission totaling 5.49 billion yuan in requested support.

Reform and innovation are central to Yimen's strategy for unlocking new development vitality. Key reforms are being pushed forward in state-owned enterprise restructuring to effectively utilize state-owned assets. Concurrently, the county is advancing agricultural water pricing reforms and piloting the extension of second-round rural land contracts for an additional 30 years. To foster a thriving business environment, Yimen has implemented reforms to streamline administrative procedures, introducing a one-stop service and a proactive 'clinic-style' consulting program for enterprises. The first eight months of the year witnessed the addition of 10 new enterprises above designated size, reflecting a growing and dynamic market.

Finally, Yimen is resolutely committed to green development in line with the 'two mountains' concept of preserving ecological value. The county is intensifying its efforts in the blue sky, clear water, and clean soil initiatives, and promoting low-carbon transitions within industry, construction, transportation, and energy sectors. These measures have yielded tangible results: the county's air quality in its main urban area is excellent, with a 98.8% good-quality rate, and all surface water sections monitored at national or provincial levels, as well as drinking water sources and key construction land, maintain a 100% safety compliance rate.
