7月1日，国家医保局、国家卫生健康委联合印发《支持创新药高质量发展的若干措施》。花旗点评称，这是两个政府部门首次联合出台支持药物差异化创新的政策。该政策旨在支持创新药物全价值链，包括创新药研发、医院准入及多元化支付方式。这也是国家医疗保障局首次提出与药企共享医疗保险数据以支持研发。
花旗持续看到中国政府对创新药发展的承诺，预计2025年下半年，创新药物和生物技术板块将迎来多重催化剂，包括商业合作、加速监管审批及有利的定价环境，且商业保险对医疗体系的增量支付也将推动行业发展。
