Cheng County: "Five Water Governance" Unlocks the "Water Code" for Green Development

In late summer, Cheng County presents a picturesque scene where the East River's clear waters reflect blue skies and white clouds, while egrets dance gracefully among the riverside vegetation. Since 2024, Cheng County has implemented the "Five Water Governance" initiative, combining source prevention and control, process supervision, and ecological restoration. This comprehensive approach has achieved a remarkable 100% water quality compliance rate, creating a magnificent ecological panorama of "clear water, green shores, and harmonious integration of city and water."

"Smart Water Network" Builds Security Fortress for Life Source

The county has applied for and implemented the standardized construction project for centralized drinking water source protection zones. With over 13 million yuan in central water pollution prevention funds allocated, nine centralized drinking water sources have completed standardized construction. Forty-two high-definition video surveillance cameras have been installed, covering key areas including water intake points, primary protection zones, and transportation crossing areas, enabling 24-hour real-time monitoring.

Leveraging Gansu Province's drinking water source satellite remote sensing law enforcement platform and combining high-altitude drone mapping, the county has collected and defined vector boundaries for water source protection zones. This provides precise support for subsequent environmental law enforcement inspections and monitoring of water quality changes in water sources. A comprehensive three-dimensional protection system of "sky surveillance and ground network" has been established, ensuring residents can drink "early-warning safe water."

Industrial Discharge Gets "Tightening Constraints"

Comprehensive investigation and source tracing of all river discharge outlets in the county's "one river, three streams" have been conducted. "Identity card" signage has been established for river discharge outlets, and "one outlet, one strategy" remediation plans have been developed based on actual conditions. Monitoring covers abnormal situations including abnormal water color, floating debris alerts, pedestrian crossings, and enterprise monitoring data exceeding standards. This approach forces onshore pollution treatment, drives green transformation of economic and social development, and promotes the construction of Beautiful Cheng County.

Urban Water Treatment Opens New Chapter of "Harmonious Coexistence"

To improve watershed water quality, maintain watershed ecological environment, and strengthen ecological restoration, protection, and regulatory capacity building, the county has planned ecological buffer zone protection and restoration projects for Qingni River, South River, and Luo River, as well as the comprehensive water environment treatment project for the upper section of East River. As of now, funding for the Luo River ecological buffer zone protection and restoration project has been allocated. Moving forward, comprehensive river management will be systematically implemented, including construction of ecological walkways along residential river banks, effectively addressing issues such as poor water quality and garbage accumulation along riverbanks. This will create a beautiful picture of harmonious coexistence between humans and nature, injecting continuous green vitality into residents' lives.

Geographic Information System (GIS) Empowers Black Water Body Investigation and Registration

Professional teams have been organized to conduct in-depth investigations in various townships and villages. Using advanced Geographic Information System (GIS) technology, comprehensive dynamic surveys of black water bodies throughout the county have been conducted, establishing a rural black water body treatment inventory.

For identified black water bodies, analysis of water quality and quantity characteristics and pollution sources has been conducted. Based on comprehensive assessment of water pollution levels, causes, and stages, and following the "one water body, one plan" work requirement, location-specific remediation plans have been developed and implemented. As of now, all five black water bodies identified in Cheng County have completed remediation.

With the deepening advancement of "Five Water Governance," water environment quality has significantly improved. Cheng County, this thousand-year-old ancient county, is using water as a medium to demonstrate the vivid practice of "clear waters and green mountains are gold and silver mountains."
