New Guidance for Data Property Rights Registration Issued to Facilitate Secure and Compliant Data Circulation

The National Data Administration has announced the issuance of new trial guidelines for data property rights registration, aimed at promoting the secure, compliant, and efficient circulation and use of data.

National data management authorities will be responsible for overseeing nationwide data property rights registration activities. Their specific duties include establishing and improving a unified national data property rights registration system, providing guidance and supervision for registration activities across the country, and constructing and managing the national data property rights registration service platform.

This national registration service system will aggregate registration outcomes and offer unified services such as public notice of registrations and verification of registration results to the entire country. It will also support the management of registration institutions.

Data property rights registration involves registration bodies reviewing data descriptions, sources, and rights content, recording information on data ownership, and issuing registration certificates. This process is expected to help unlock the value of data, accelerate the development of an open, shared, and secure national integrated data market, and solidify the institutional foundation for advancing the construction of a Digital China.
