工业和信息化部办公厅、市场监管总局办公厅发布关于推动汽车企业规范供应商账款支付 优化账期管理的通知，其中指出，开展调研评估。汽车企业应建立健全供应商账款支付管理制度，加强落实情况跟踪、督促优化账期管理，于每年7月底、1月底前完成半年度、年度情况报告，报工业和信息化部。工业和信息化部委托第三方机构对企业账款支付情况进行调研评估，并公开发布评估结果。第三方机构以汽车企业供应商账款支付情况报告为基础，组织行业专家对汽车企业及上游供应商开展深入调研。通过调阅文件、查阅数据、查验现场、员工访谈等方式，准确掌握企业账期、支付方式及占比、应付账款规模等情况。调研评估的具体实施细则由第三方机构另行制定并向社会公布。调研评估工作每年开展一次，对重点汽车企业（具体名单随调研评估实施细则一同发布）全覆盖。第三方机构应客观、公正、规范开展调研评估，不得借此谋取不正当利益，并主动接受监督。
