Hong Kong's Transport Department is actively promoting the digitalization of licensing services. Recent data shows that the proportion of vehicle license renewals processed online in 2025 has increased to 28%, a significant rise from approximately 17% in 2024. Concurrently, online applications for renewing full driving licenses and International Driving Permits accounted for 48% and 56% of the total, respectively. The Transport Department announced plans to further utilize artificial intelligence technology to optimize the application process. The manpower saved through these efficiencies will be reallocated to counter services that require in-person handling. The Department also noted that since the full implementation of an online appointment system for counter services related to the issuance of Hong Kong driving licenses without test on the 16th of last month, the booking system has been operating smoothly and stably for the past month. The Department believes the new arrangement not only provides convenience for various types of applicants but also helps the Licensing Office effectively manage customer flow and enhance overall service efficiency. Looking ahead, the Transport Department stated it will continue to advance the digitalization of licensing services. Manpower saved from the increased online processing will be gradually shifted to services that necessitate a personal visit, such as license issuance without test, to better cope with the growing demand for services.
