At a press conference held by the Liaoning Provincial Government Information Office on August 18, it was revealed that Fushun is accelerating its "triple transformation" strategy to systematically reshape the internal momentum of urban development.
The "15th Five-Year Plan" period marks a critical phase for Fushun to solidify its foundation and fully advance its revitalization. The city has formulated its "15th Five-Year Plan" outline, establishing 22 core indicators across five major categories—including economic growth, innovation-driven development, and public welfare—while assigning 16 key tasks in priority areas such as strengthening the real economy. This creates a clear roadmap and action plan for the next five years of revitalization.
The overall strategy of Fushun's "15th Five-Year Plan" is summarized as: anchoring on "one goal," highlighting "two major positions," accelerating "three transformations," and delivering on "four key initiatives."
Anchoring on "one goal," Fushun aims to achieve new breakthroughs in comprehensive revitalization, elevating its status through local contributions. Seizing the opportunities of the high-speed rail connection and hosting the Winter Games, the city will focus on coordinated development across primary, secondary, and tertiary industries, deep integration of culture, tourism, sports, and commerce, and simultaneous progress in transformation and new growth incubation. The target is to maintain an average annual regional economic growth rate of around 5%, ensuring high-quality completion of all objectives during the "15th Five-Year Plan" period. Together with Liaoning Province, Fushun will accelerate the creation of a revitalization landscape featuring industrial upgrading, vibrant innovation, cultural prominence, regional collaboration, beautiful ecology, and prosperous livelihoods.
Highlighting "two major positions," Fushun is deeply integrating into Liaoning's regional development framework. Leveraging the Shenyang metropolitan circle, the city continues to accelerate the integration of Shenyang and Fushun. Meanwhile, positioning itself within the eastern Liaoning green economic zone, it aims to build a low-carbon, eco-friendly "green city."
Simultaneously, Fushun is advancing the "three transformations" to systematically reshape its urban growth momentum. For industrial transformation, the city is revitalizing development drivers by strengthening technological innovation and targeting emerging sectors such as new materials and new energy. By 2030, it aims to have over 100 high-tech enterprises and implement more than 50 major scientific research projects, with annual growth of 7% in total R&D investment. For urban transformation, efforts are focused on crafting a new city image, while social transformation seeks to unlock fresh vitality across the community.
In delivering on the "four key initiatives," Fushun is developing distinctive urban IPs. The "red resources initiative" centers on promoting the spirit of Lei Feng, deeply exploring the legacy of the Northeast Anti-Japanese United Army and the model worker spirit. The city will enrich Lei Feng spirit study programs, continue "Learn from Lei Feng at Work" campaigns, share compelling stories of "civilian Lei Fengs," and optimize "Lei Feng" branded facilities to create a matrix effect, further boosting the recognition and influence of the "Lei Feng City."
Additionally, Fushun will pursue initiatives focused on "green development," "white ice and snow," and "silver economy elderly care."
