Sichuan Advances Computing Power Network: Upgrades Infrastructure, Expands Intelligent Computing Facilities

The province of Sichuan has released the "Several Policy Measures to Promote the Construction of Computing Power Networks (Trial)", detailing plans to enhance the infrastructure of computing power parks.

This includes connecting communication backbone networks and metropolitan area networks directly to computing parks, and accelerating the implementation of the "Millisecond Computing" action plan. The province will coordinate the layout of primary and backup power supplies for computing parks, supporting the construction of smart microgrids within them.

Priority will be given to supporting eligible computing park infrastructure projects through local government special bonds and policy-based financial instruments. The development of public computing service facilities, such as scheduling platforms, computing power supermarkets, and Token factories, will also be promoted.

To strengthen the supply of high-quality computing power, Sichuan will focus on meeting the needs of large model training, inference, and industry model development. It will make moderately forward-looking deployments of intelligent computing facilities, accelerate the construction of ten-thousand-card-level intelligent computing clusters, and rationally allocate the proportion of general computing, intelligent computing, and supercomputing, continuously increasing the share of intelligent computing.

Key universities, research institutions, industry-leading enterprises, and key players in the artificial intelligence field are encouraged to prioritize the use of in-province computing resources. Those meeting the conditions can benefit from the "computing power voucher" support policy.
