明尼苏达州联邦首席法官近日签署命令，要求洲际交易所（ICE）代理所长托德·里昂亲自出庭说明情况。此前，该机构因未对拘留移民的保释听证会要求作出回应而面临司法问责。
根据周一晚间提交的法庭文件，首席法官帕特里克·席尔茨指出，洲际交易所在多起涉及联邦拘留移民的案件中，对数十项法庭命令置之不理。法官要求里昂亲自到庭陈述理由，否则可能因藐视法庭被追责。
"尽管本法庭对被告方展现出极大耐心，但被告在派遣数千名执法人员至明尼苏达拘留外籍人士时，却未对可能引发的数百份人身保护令及其他诉讼预案。"席尔茨在文书中写道。
法官承认要求联邦机构负责人亲自出庭属于非常规升级措施，但强调："洲际交易所违反法庭命令的程度同样非同寻常，且已有尝试过的温和措施均告失败。"
