During the 138th Canton Fair, the International Cooperation Policy Promoting Trade Facilitation in Conformity Assessment Services was held on October 16, guided by the Certification Supervision Department of the State Administration for Market Regulation and the Guangdong Provincial Market Supervision Bureau. Representatives from relevant departments and organizations, professional institutions, business associations, and import-export companies from RCEP member countries such as China, Thailand, Malaysia, and South Korea gathered to discuss and interpret the conformity assessment policy requirements in the home appliance and consumer electronics sector.
The event launched the "China Export Product International Certification Services Guide Report," which addresses the international certification information needs of enterprises. It also introduced the "World Certification Map 2.0" to digitally empower information sharing on certifications. Guangdong certification agencies signed cooperation agreements with the Thailand Commercial Association for Goods Export to China and jointly issued high-end quality certifications with Malaysian certification bodies.
In recent years, the market regulation departments have adhered to the comprehensive implementation of the new development concept, accelerating the international cooperation and mutual recognition in the fields of certification and testing. This initiative aims to build a smoother bridge for Chinese products to reach the global market. Under the guidance of the State Administration for Market Regulation, the Guangdong Provincial Market Supervision Bureau is actively promoting integrated services for domestic and foreign trade inspection and certification, contributing to the construction of the "dual circulation" new development pattern.
The bureau has focused on enhancing the capability of inspection and certification services for both domestic and foreign trade, supporting and guiding testing and certification organizations to integrate into the international mutual recognition system. This expansion aims to improve the qualifications and service areas of inspection and certification for both domestic and foreign trades, providing enterprises with localized, one-stop testing and certification services to reduce their costs of going global.
Currently, Guangdong Province has 2,786 testing and certification institutions and laboratories accredited by the China National Accreditation Service for Conformity Assessment (CNAS), accounting for 13.23% of the national total. Additionally, there are three National Certification Bodies (NCB) within the International Electrotechnical Commission (IECEE) CB system, representing 42.9% of the national figure, and 110 CB testing laboratories (CBTL), making up 49.11% of the national total.
The bureau is also actively promoting integrated services for domestic and foreign trade testing and certification, establishing a development platform for integrated testing and certification services within the province. This platform conducts comparative studies on technical standards and certification requirements for key export products, providing free access to research outcomes such as the "RECP Home Appliance Market Access Guide," "Textile Products Market Access Guide," and "Toy Export Guide," totaling over 20 reports.
Through the collection and publication of over 5,000 technical standards and certification information for domestic and foreign trade products, the bureau facilitates precise information delivery for enterprises through features like information subscription, search, and online services. It has organized 58 public training sessions under the "Knowledge Lecture Hall on Domestic and Foreign Trade Testing and Certification," training 54,000 enterprise management personnel to help them timely understand and actively respond to technical trade barriers, creating several successful "small but beautiful" international mutual recognition cooperation cases in quality certification.
A relevant official from the Guangdong Provincial Market Supervision Bureau noted that the bureau will pool high-quality resources for inspection and testing, actively and pragmatically engaging in exchanges and cooperation in the field of conformity assessment within the RCEP regional market, providing more high-quality and convenient testing and certification services for enterprises' products to go global, thus supporting high-quality development and high-level opening up.
