A recent conference on the development of the producer services industry in Beijing's Haidian District was held at the Zhongguancun International Innovation Center, where the "Zhongguancun Valley Pilot Test Port" plan was unveiled. The district is set to introduce policies in three key sectors—technology finance, intelligent manufacturing, and technology services—to support the construction of a world-leading science and technology park with high-level producer services.
In the field of intelligent manufacturing, Haidian plans to introduce eight support measures, with new projects eligible for up to 100 million yuan in funding. In the technology finance sector, the district is capitalizing on its selection as one of the first five national pilot zones for capital market technology finance practices, proposing seven measures. These include a "fast track" for listings, leveraging the "two boards" reform to promote the listing of hard-tech companies in artificial intelligence, commercial aerospace, quantum technology, biomedicine, and embodied intelligence, with a dynamic reserve of at least 100 candidate companies annually. The district also aims to expand its "patient capital circle" by adopting a "three-circle investment" strategy to attract landmark equity institutions, and to activate a diversified financing toolkit by facilitating mergers and acquisitions, shelf offerings, and supporting sci-tech bond issuance, as well as advancing the layout of new infrastructure REITs. The core area of Zhongguancun West will be developed into a nationally influential technology finance cluster, bringing capital and innovation closer together in both space and chemical reactions.
For intelligent manufacturing, the eight support measures focus on opening up the industry chain, promoting the sharing of pilot test platforms, introducing pilot test vouchers, and establishing professional pilot test production lines to accelerate technology engineering and productization. They also emphasize enhancing the development elements of intelligent manufacturing by opening up enterprise production scenarios, coordinating the construction of pilot test spaces, and improving the carrying capacity of standard factories, while using loan interest subsidies, special bonds, policy-based finance, and low-cost loans to strengthen financial support for small and medium-sized enterprises.
In the technology services sector, a three-year action plan has been proposed, targeting high-end, intelligent, integrated, and international directions. It includes five major actions and 18 measures focusing on transformation achievement upgrade, carrier platform foundation, innovation element cultivation, service capability leap, and international collaboration empowerment. The goal is to achieve a total revenue of 350 billion yuan in the technology services industry by 2028, and to build a globally influential international technology service demonstration zone by 2030.
The "Zhongguancun Valley Pilot Test Port" plan was also announced at the conference. Located in the Xisanqi area, the "waist" of Haidian, the plan aims to use 3 to 5 years to focus on the "AI+" track, continuously improving the quality of pilot test spaces and planning to build an AI full-stack pilot test platform cluster. By the end of 2026, the initial launch area will be operational, with nearly 50,000 square meters of usable space, already hosting pilot test platforms for embodied intelligence and high-end medical device CDMO, with plans to introduce autonomous scientific discovery laboratories, AI-native material laboratories, and superconducting chip pilot test lines. By the end of 2028, the mid-term expansion area will take shape, featuring two major industrial clusters: "AI+ embodied intelligence" and "AI+ new materials." By the end of 2030, the potential reserve area will clarify its direction. In the future, Haidian will build a tiered, industry-adapted, and fully linked pilot test cluster around its "1+X+1" modern industrial system, creating a transformation ecology with short industrial chains and short spatial distances.
At the event, four key pilot test platforms—superconducting chip pilot test line, AI-native material laboratory, embodied intelligence pilot test platform, and Beijing high-end medical device CDMO pilot test platform—were signed and launched, marking a substantive step forward in the construction of the "Zhongguancun Valley Pilot Test Port" and unlocking the critical link from laboratory research to engineering mass production for "AI+" achievements.
