It will collaborate closely with Hong Kong and Macao to advance market integration in the region to a new level, focusing on "five key areas."
According to the announcement, Guangzhou will strive to facilitate the cross-border flow of people by expanding the mutual recognition of professional qualifications. It will iteratively release a list of foreign professional qualifications for simplified practice recognition and streamline the approval processes for financial and medical personnel from Hong Kong and Macao to practice in Guangzhou.
Simultaneously, Guangzhou will focus on promoting the interconnectivity of financial markets by deeply implementing the "Nansha Finance 30 Measures" and accelerating the preparation of the Greater Bay Area International Commercial Bank. It will support the development of the Greater Bay Area (Guangzhou Nansha) Cross-Border Asset Management Center, back the Guangzhou Futures Exchange in continuously enriching its product portfolio and strengthening cooperation with the Hong Kong Exchanges and Clearing, further improve the QDLP and QFLP pilot programs, develop public fund investment advisory services, expand the product scope of the "Cross-boundary Wealth Management Connect," and explore the implementation of cross-border "credit information connectivity."
In addressing bottlenecks in cross-border data flow, Guangzhou will establish and improve a regular data governance coordination mechanism with Hong Kong and Macao. Key efforts will include promoting mutual recognition of rules such as cross-border digital identity authentication, implementing a negative list for data exit from the Guangdong Pilot Free Trade Zone in Nansha, collaborating with Hong Kong and Macao to create a trusted data space for the Greater Bay Area, and facilitating the mutual sharing and checking of compliant medical data among the three regions.
Furthermore, Guangzhou will work to enhance the efficiency of cross-border goods flow by expanding the application scope of the cross-border customs clearance service platform. It will promote the alignment of rules and supply chain cooperation for green marine fuel bunkering in the Greater Bay Area, innovate customs supervision mechanisms, and promote models such as "direct shipside pickup," "direct port loading," and "direct apron pickup."
Additionally, Guangzhou will deepen practical cooperation in livelihood areas by thoroughly implementing the upgraded version of the "Five Pleasures Plan." It will enhance exchanges in basic education and cooperation in vocational education, accelerate the construction of the second phase of The Hong Kong University of Science and Technology (Guangzhou), and support its pilot program for the commercialization of university scientific and technological achievements.
It was also noted that Guangzhou will build an international medical service center for the Greater Bay Area, support the expansion and quality improvement of policies like the "Hong Kong and Macao Drug and Medical Device Access" and "Elderly Healthcare Vouchers," strengthen cooperation in the field of traditional Chinese medicine, and launch cross-border transfer services between Guangzhou and Macao. The city will further advance the pilot program for standardizing cross-border elderly care services in Nansha, innovate cross-border elderly care practices, promote the mutual recognition of elderly care policies and standards, and jointly push for the implementation of the Greater Bay Area yacht travel freedom policy as soon as possible.
