In-Depth Analysis: "Park within a Park" Model Ignites New Momentum for Border Industrial Development

At the end of the year, Dehong is bathed in warm sunshine. Shortly after the conclusion of the 9th Plenary Session of the 11th Provincial Party Committee and the Provincial Economic Work Conference, from December 25th to 26th, Provincial Party Secretary Wang Ning chose Dehong Dai and Jingpo Autonomous Prefecture for his first inspection tour following these two crucial meetings.

This also marks Wang Ning's second visit to Dehong for research this year. Despite a packed schedule, his intense focus on the development of border industrial parks remained unwavering. On December 26th, he returned to the Ruili Border Industrial Park to investigate its progress.

On December 26th, Wang Ning inspected the construction progress of the "park within a park" at the Ruili Border Industrial Park. In recent years, the Ruili Border Industrial Park has actively explored the "park within a park" development model for industrial agglomeration. Leveraging the strength of leading private enterprises, it has attracted capable companies from Shanghai, Jiangsu, Zhejiang, Fujian, and Hubei to develop and construct these sub-parks, thereby enhancing the overall competitiveness of the industrial park.

Wang Ning visited Shanghai Wenyi Technology Company, a producer of communication components, to inquire about the progress of the "park within a park" construction. The Shanghai Wenyi Technology Industrial Park, invested in and built by this company, is a vivid example of this model. Since its signing and establishment in November 2024, it has successfully attracted five associated enterprises to settle in the park.

"Our project was implemented under the Shanghai-Yunnan cooperation mechanism. We chose this location primarily because of its advantageous location, favorable policies, and labor resources," explained the person in charge of Shanghai Wenyi Technology Company. The project covers an area of approximately 76 acres, with an estimated total investment of about 300 million yuan. Through the "business-attracts-business, cluster-forming" model, the company is actively promoting industrial chain agglomeration to help continuously improve the regional industrial ecosystem.

Yunnan Gulian New Energy Technology Co., Ltd. is one of the enterprises that has settled in the Shanghai Wenyi Technology Industrial Park. Inside its production workshop, the sound of machinery is constant. Workers are busy welding automotive parts, which will ultimately be sold to coastal cities. This new enterprise, registered only in November 2025, took just over a month from signing to starting trial production. Its products will support leading new energy companies like CATL and BYD.

"What attracted us is Dehong's integration of port, industrial park, and resource advantages, along with the new opportunities under Shanghai-Yunnan cooperation," stated the person in charge of Gulian New Energy. The company has leased a 2,500-square-meter factory, invested 20 million yuan, plans to hire 300 employees, and targets an annual output value of 100 million yuan upon reaching full capacity. Currently, over a hundred newly recruited employees are undergoing pre-job training simultaneously, and the company expects to achieve mass production by June 2026.

Also drawn by the industrial ecosystem are listed companies from the eastern coastal regions. Three production lines of Dehong Nuohao Electronics Co., Ltd. have been operational in the park since September this year. This enterprise primarily produces RJ45 isolated network transformers for network communication.

"Our decision to locate here meets the needs of our global layout and also values Dehong's unique geographical advantage of being backed by the domestic market while facing the South and Southeast Asian markets," the company's representative explained. With a total project investment of 20 million yuan and occupying a 1,270-square-meter factory, it is estimated that when all 20 planned production lines reach full capacity, they will create jobs for 1,000 people and achieve an annual output value of 150 million yuan. Currently, 67 employees have been trained and are officially on the job.

These are all vivid microcosms of the successful operation of the "park within a park" model. In recent years, the Ruili Border Industrial Park has, on one hand, leveraged East-West collaboration by partnering with industrial parks from eastern coastal areas to "pool strength." On the other hand, it has adopted a market-oriented model of "government guidance + private investment + joint investment promotion" to advance the construction of 15 "parks within a park," six of which have already been completed.

Through exploration and practice, the Ruili Border Industrial Park has formed a sustainable development model characterized by "enterprise investment, independent construction, investment promotion, and operation, with the government providing factor guarantees, improving supporting facilities, and offering precise services." By fully utilizing the resource advantages and leading effects of anchor enterprises, it has facilitated the occupancy of nearly all the approximately 2.1 million square meters of built factory space and supporting buildings by enterprises.

Industrial parks are the main battlefield for Yunnan's economic development and the primary阵地 for industrial agglomeration. The Provincial Economic Work Conference clearly stated that for internal opening-up, it is necessary to "build the Ruili Industrial Cooperation Park well, deepen the '16+16' park co-construction between Shanghai and Yunnan, and attract more production capacity to settle."

During the inspection, Wang Ning encouraged enterprises to seize opportunities such as the "16+16" key industrial park co-construction between Shanghai and Yunnan and border opening-up to achieve cluster development. He required local authorities to integrate port, park, and resource advantages, calculate the long-term accounts for both the government and enterprises, achieve mutually beneficial and sustainable development, and use business-to-business attraction to host more high-quality enterprises and industries.

Inside the Ruili Border Industrial Park, automated production lines are operating at high speed amidst the roar of machinery. This is a vivid testament to the surging vitality of border opening-up and the continuous gathering of industrial momentum.
