Since January 19th, the area under the jurisdiction of the Wusong Maritime Safety Administration has been impacted by a cold wave accompanied by strong winds, with wind forces reaching up to level 8 in the Yangtze River estuary waters, leading to a large number of vessels seeking shelter within the port. On January 22nd, as the wind forces gradually weakened, the Shanghai Maritime Safety Administration lifted the blue warning for strong winds in the morning, and the Wusong Maritime Safety Administration simultaneously canceled its warning and commenced orderly port clearance operations, making every effort to ensure the safe and organized departure of vessels and the restoration of normal water traffic order.
Adhering to the principles of "outbound vessels first, followed by inbound; staggered peak management; and vessel分流 (diversion)", the Wusong Maritime Safety Administration's Vessel Traffic Service (VTS) center, considering factors such as vessel type, size, destination port, and tidal/meteorological conditions, organized the entry and exit of vessels in batches and time slots to ensure a smooth and controllable flow of traffic in the waterways.
Concurrently, Wusong VTS leveraged information systems such as VTS and CCTV to implement round-the-clock monitoring of key areas including the Wusongkou precautionary area, the Yuanyuansha precautionary area, and bends in the navigation channels, while also deploying patrol boats for on-site presence, achieving efficient coordination between electronic surveillance and on-site law enforcement.
"It is essential to avoid instantaneous traffic volume becoming too high and causing congestion during the port clearance process," stated a relevant official from the Wusong Maritime Safety Administration. To this end, the administration not only strengthened coordination and联动 (joint action) with Nantong VTS, the Taicang Maritime Safety Administration, and other branch administrations but also engaged in close communication beforehand with pilotage, port, and meteorological departments to collectively manage vessel traffic flow and prioritize the efficient passage of vessels carrying crucial supplies.
By 14:30 on the 22nd, the Wusong Maritime Safety Administration had safely managed the departure of nearly 2,000 vessels of various types, with navigational order in its jurisdiction steadily returning to normal. In the next phase, the Wusong Maritime Safety Administration will continue to enhance vessel traffic organization, closely monitor changes in weather conditions and vessel flow, and fully ensure the safe and efficient entry and exit of key vessels, including the cruise ship "Adora Magic City", from the Port of Shanghai, while continuously maintaining the stable safety situation of waterborne traffic within its jurisdiction.
