Seven government departments, including the Ministry of Education and the National Language Commission, have jointly issued a new opinion aimed at promoting the creative transformation and innovative development of China's outstanding language and culture. The document seeks to continuously enhance the language and cultural literacy of all citizens, particularly the youth, to help cultivate a new generation capable of shouldering the mission of national rejuvenation.
The opinion outlines a clear overall goal: by 2030, a system for the inheritance and development of China's excellent language and culture will be basically established, alongside a mechanism for improving national language and cultural literacy. By 2035, the level of inheritance, development, and national literacy in this area is expected to be comprehensively elevated, significantly enhancing its contribution to national strength.
The document proposes seven main tasks. The first is scientific research and interpretation, focusing on major theoretical and practical issues related to language and culture. The second is promoting educational普及, involving the implementation of major projects and actions to encourage innovative education in Chinese language and culture across regions, schools, and institutions.
The third task is the protection and development of resources, emphasizing the governance of national language resources and enhancing their investigation, preservation, standardized storage, development, sharing, and service application. The fourth is strengthening digital empowerment, accelerating the digital construction of language and cultural resources, the digital application of related achievements, and smart-enabled inheritance.
The fifth task is building a strong talent pool by intensifying efforts in language discipline construction, talent incentives, and aggregation, while fostering the cultivation, reservation, and utilization of research-oriented, applied, and interdisciplinary language and cultural professionals. The sixth is enhancing promotion and communication, speeding up the establishment of a language and cultural dissemination system to boost the appeal, reach, and influence of China's excellent language and culture.
The seventh task involves deepening exchanges and mutual learning, creating branded platforms for cultural exchange and identifying new highlights for cooperation. Notably, within the sixth task, the opinion specifically highlights the need to successfully run promotional activities such as "Cultured and Refined: A Good Word Every Day."
"Cultured and Refined: A Good Word Every Day" is a column launched by China Youth Daily in collaboration with the secretariat of the "Project for the Dissemination of Chinese Conceptual and Cultural Terms." Starting August 1, 2025, this multi-media platform feature will introduce one well-chosen Chinese word daily, along with its usage scenarios and cultural connotations, advocating for standardized, elegant, civilized, appropriate, and vibrant language expression.
