The movement follows recent regulatory developments. On February 13, the Ministry of Industry and Information Technology publicly solicited feedback on five mandatory national standards, including the "Safety Requirements for Automated Driving Systems in Intelligent Connected Vehicles." Additionally, Shanghai's Intelligent Connected Vehicle Testing and Demonstration Promotion Working Group recently released the "Shanghai Intelligent Connected Vehicle Development Report (2025 Edition)." By the end of last year, the city had opened a cumulative total of 3,173 autonomous driving test roads spanning 5,238.82 kilometers.
Analysts at Cinda Securities noted that China's regulatory framework for intelligent connected vehicles continues to improve, leading to a progressively standardized development environment for the industry. Domestic brands are accelerating research and development in intelligent driving technology, resulting in a continuous increase in the penetration rate of intelligent driving systems. In the field of high-level autonomous driving, Robo-X applications are being deployed continuously. The market size for Robotaxi services is projected to reach RMB 270 billion by 2030. Meanwhile, unmanned logistics vehicles are gradually being implemented, with the incremental output value of China's unmanned logistics vehicle industry expected to rise to RMB 594.8 billion by 2030.
