Midu County: "Twin Valleys" of Eastern Beauty Valley and Western Health Valley Usher in New Developments

The melodious tune of "Moonlight Over the River" echoes through the valleys of Midu County in Dali Prefecture, Yunnan Province, a region renowned for this "Oriental Serenade." Since 2017, Shanghai's Pudong and Fengxian districts have partnered with Midu County, initiating a symphony of east-west collaboration. In July 2022, the Midu Industrial Park was designated as one of seven key cooperative industrial parks under the Shanghai-Yunnan partnership, unlocking unprecedented growth opportunities.

By 2025, leveraging the "16+16" key park cooperation mechanism, Fengxian District has pioneered the development of the "Western Health Valley" in Midu, capitalizing on the resources of the "Oriental Beauty Valley," China’s hub for cosmetics. Additionally, Shanghai Longzhiyin Technology, a regional leader in intelligent computing, has established operations here. The once-barren Changpoling area is now a bustling site of modern factories, with the Shanghai-Yunnan Digital & Health Industrial Park emerging as a pivotal hub for the health industry in western China.

Strategically located near Xiangyun Railway Station and the national logistics hub, the park is a crucial node connecting Yunnan to South Asia, Southeast Asia, and the Kyaukpyu Port. Its success stems from high-level planning and targeted investment in digital health and new materials.

The "Oriental Beauty Valley," Shanghai’s cosmetics core, hosts over a third of the city’s industry players, with a brand value exceeding ¥33.8 billion. As the inaugural project of the "Twin Valleys" initiative, Maipu Technology invested ¥140 million to consolidate its production lines from Guangzhou and Taizhou into Midu, creating a unique one-stop medical device service system.

"Raw materials and market access" drove Maipu’s relocation, noted Gu Yiyi, a Shanghai official assisting Midu’s development. The company aims to leverage Yunnan’s floral and herbal resources and regional strategic advantages, targeting a public listing within three years. Maipu’s rapid setup—just three months from signing to trial production—exemplifies Shanghai-style efficiency, supported by streamlined government coordination.

The park’s "five ones" service model—assigning each project a county leader, task force, responsible department, process roadmap, and accountability list—ensures seamless operations. Policies like expedited approvals have enabled breakthroughs, including the county’s first medical device production license.

Maipu’s Phase I focuses on health beverages using local ingredients, targeting daily output worth ¥1 million. Phase II involves 30+ medical device certifications and facility upgrades, while plans to repurpose a historic school into a film set are underway. The company also established a Guangzhou R&D outpost to enhance innovation.

In August 2024, the Fengxian-Dali Business Collaboration Center launched in Shanghai’s Hongqiao area, bolstering cross-regional investment. The park’s revenue hit ¥6.1 billion in 2024, with an ¥8 billion target for 2025.

Leveraging Dali’s new 310,000 sqm central hospital—the largest in western Yunnan—the park prioritizes "resource-for-market" strategies, offering priority promotion for locally made medical devices. With 33 medtech firms already clustered, including high-end imaging leader Mingfeng Medical, the park hosted the 2025 Dali International Medical Equipment Expo, attracting 117 exhibitors and cementing its role as a regional trade hub.

Hangzhou-based Dali Chizheng Medical Technology relocated here in July, citing ready facilities, ideal climate for latex glove production, and proximity to rubber supplies. Its production lines, each 14m tall and 100m long, will yield 650,000 gloves daily.

Meanwhile, Shanghai Longzhiyin Technology is investing ¥5 billion to build Yunnan’s leading intelligent computing park, drawn by Midu’s mild climate (cutting cooling costs), low electricity rates (~¥0.4/kWh), and policy support. Phase I, a "zero-carbon" data center for AI training, will launch by late 2025, with Phases II-III expanding to 20,000P computing power and 500PB storage, serving Southeast Asia.

Custom-built facilities for biopharma and cosmetics firms are planned to optimize space. Over four years, the park has constructed 200,000 sqm of factories and 600+ staff apartments, fostering a "live-work" community. It has created 3,500+ local jobs, with vocational training programs like "Medical Equipment Installation" upskilling 62 workers.

"With top-tier enterprises like Maipu and Longzhiyin, Midu is fast becoming a specialized health industry cluster," said Gu Yiyi. The Shanghai-Yunnan Digital & Health Industrial Park strides toward its vision as Yunnan’s "Medical Device Innovation Demonstration Zone."
