During the 2025 China International Fair for Trade in Services, the Beijing Municipal Bureau of Human Resources and Social Security hosted a conference on industrial integration and innovative development of human resources services. In collaboration with the Beijing Municipal Talent Work Bureau, they jointly released the "Beijing International Professional Qualification Recognition Directory (2025 Edition)" (referred to as the "2025 Directory"). The total number of internationally recognized professional qualifications in Beijing has increased from 149 to 163 items.
The directory focuses on Beijing's high-quality development needs, continuously expanding and upgrading around key areas such as information technology, technology services, and finance. It innovatively establishes a "Four Lists + Four Services" system, sending a strong signal to the global community of Beijing's commitment to attracting high-level talent and providing more precise guidance services for employers seeking professional talent worldwide.
Since 2021, Beijing has continuously promoted international professional qualification recognition work for four consecutive years. From 2021-2023, it achieved unilateral recognition of high-level overseas professional qualifications, with the "Beijing Model" being listed as a best practice case by the State Council's Inter-ministerial Joint Conference on Trade in Services Development and promoted nationwide. In 2024, it achieved the first breakthrough from "unilateral recognition" to "bilateral mutual recognition" of domestic and international professional qualifications. As of August 2025, Beijing has provided verification services for international professional qualifications to over 2,700 enterprises, serving more than 7,000 individuals and introducing and evaluating nearly 600 professional talents.
**Seven International Professional Qualifications Achieve Mutual Recognition**
The 2025 Directory further deepens the mutual recognition mechanism, expands coverage, and optimizes service provision, increasing from 149 to 163 items. The directory consists of "Four Lists," including 143 international professional qualifications, 9 urgently needed international professional qualifications, and 11 overseas professional certifications, with 7 items being international professional qualification mutual recognition listings.
Among the "Four Lists," the 143 international professional qualifications list focuses on Beijing's key development areas such as technology brokerage and information technology, newly including 13 professional qualifications from 7 international and regional organizations, including Registered Technology Transfer Professional (RTTP), further broadening the professional coverage of international talent.
The 9 urgently needed international professional qualifications list targets high-level talent needs in the financial sector, clearly stating that Chartered Financial Analyst (CFA) certificate holders with 10 years of work experience can correspond to senior professional titles in the city.
The 11 overseas professional certifications list has newly added domestic enterprise data management engineer certification certificates, continuously improving the overseas talent certification system to help Chinese enterprises better participate in international competition.
Among the 163 items in the directory, there are also 7 international professional qualification mutual recognition listings. Among these, Fellow of the Institute of Public Accountants (FIPA), Chartered Global Management Accountant (CGMA), Association of Chartered Certified Accountants (ACCA), and Certified Practicing Accountant (CPA) Australia achieve mutual recognition through "exempting partial courses and reducing examination subjects." The Beijing Cybersecurity Association has signed a cooperation agreement with the Hong Kong Cybersecurity Association, achieving mutual recognition of talent evaluation standards and certificates in cybersecurity between Beijing and Hong Kong, breaking regional barriers to talent mobility.

To ensure the effective implementation of the 2025 Directory, relevant departments have launched "precise and differentiated" four major services targeting different types of certificate holders and employer needs.
Certificate holders of the 143 international professional qualifications can enjoy basic services, including work residence permit processing, work permits for foreign personnel, and corresponding intermediate professional titles, helping certificate holders quickly integrate into Beijing's work and living environment.
Certificate holders of the 9 urgently needed international professional qualifications can enjoy upgraded services, including opening green channels for talent introduction and providing corresponding senior professional title services, offering "one-stop" career development support for urgently needed talent in key areas.
Certificate holders of the 11 overseas professional certifications can enjoy specialized overseas services, including green channels for Hong Kong and Macao endorsement processing and work permit services, reducing cross-border talent mobility costs and helping enterprises expand international markets.
