Facing the dual challenges of contentious property management services and a wide array of governance demands in residential compounds, the First Community on South New Construction Road under the Old Barracks Street district is doubling down on Party-building leadership as its foundational approach. The community tailors its strategies to local conditions, actively exploring differentiated paths for self-governance, organizing a "Hello Neighbor" partnership team, and trialing multiple models such as red owners' committees, resident self-management groups, and unit-head autonomous teams. These measures are designed to tap into residents' initiative for participating in governance, dismantle persistent bottlenecks, and elevate the overall standard of community management.

To strengthen the "red owners' committee" model, the Jinhuiyuan Compound has adopted a governance framework based on a "compound Party branch plus red owners' committee." Under this system, the Party branch secretary and the owners' committee director hold cross-appointments, ensuring deep integration of Party building with community governance. Through a red consultation platform, resident feedback is collected, and deliberative decision-making helps address daily life problems such as illegal parking and damaged facilities. In extreme weather events like high winds, Party member volunteers are organized for tasks like clearing rooftop debris and carrying out safety checks. During traditional festivals, the committee hosts events such as charity bazaars and intangible cultural heritage workshops, boosting neighborly interaction and a sense of belonging, which in turn consolidates the cohesive force for governance.

Addressing the issue of a property service vacuum, the Disease Control Compound faced disarray in its environment and haphazard parking after its original property company withdrew. In response, the community rallied Party-member backbone residents and other active neighbors to set up a resident self-management group, successfully restoring daily oversight.
