China Launches Comprehensive Hydrogen Energy Application Pilot Program

Three government departments, including the Ministry of Industry and Information Technology, have recently issued a notice regarding the launch of a pilot program for the comprehensive application of hydrogen energy. The initiative sets a target for 2030, aiming for large-scale adoption of hydrogen energy across various sectors within urban clusters. The goal is to reduce the average end-user price of hydrogen to below 25 yuan per kilogram, with efforts to bring it down to around 15 yuan per kilogram in some advantaged regions. Additionally, the national fleet of fuel cell vehicles is projected to double compared to 2025 levels, striving to reach 100,000 units. Hydrogen energy possesses triple attributes as an energy source, a resource, and an energy storage medium. The hydrogen industry is characterized by high technological content, strong low-carbon properties, and significant growth potential. Promoting the high-quality development of the hydrogen energy industry will provide crucial support for the green transformation of the economy, the development of new quality productive forces, and the achievement of carbon peaking and carbon neutrality goals. Currently, the application of hydrogen energy in China faces challenges such as limited usage scenarios, a shortage of green hydrogen, high costs, and difficulties in storage, transportation, and refueling. A viable business model has yet to be established, and market demand needs to be further unlocked, requiring sustained and focused support at the national level. It is reported that this pilot program will select urban clusters through a "competitive selection" mechanism. Six specific application categories have been identified: fuel cell vehicles, green ammonia/methanol, hydrogen-based chemical feedstock substitution, hydrogen-based metallurgy, hydrogen-blended combustion, and innovative application scenarios. Urban clusters are encouraged to prioritize and apply for scenarios with higher technological maturity, significant scale and potential for hydrogen utilization, and better techno-economic feasibility. The aim is to establish a "1+N+X" comprehensive hydrogen application ecosystem. The notice proposes that by 2030, through the expansion of application scale, innovations and breakthroughs in hydrogen application technology, processes, and equipment will be driven. This will facilitate iterative upgrades in fuel cells, electrolyzers, storage and transportation devices, and materials, positioning hydrogen energy as a new economic growth point and supporting the comprehensive green transformation of economic and social development.
