9月5日，港股光伏太阳能股盘初走高，协鑫科技涨超6%，福莱特玻璃、凯盛新能涨超4%，信义光能涨超3%。
消息面上，工信部、市场监管总局印发《电子信息制造业2025－2026年稳增长行动方案》。方案指出，在破除“内卷式”竞争中实现光伏等领域高质量发展，依法治理光伏等产品低价竞争。引导地方有序布局光伏、锂电池产业，指导地方梳理产能情况。实施光伏组件、锂电池产品质量管理，深入落实《光伏制造行业规范条件》等文件，强化与投资、金融、安全等政策联动，推动行业技术进步。
中原证券指出，从已经披露的中报来看，光伏行业二季度业绩呈现边际改善的特征。下半年，围绕反内卷的产品销售价格措施、企业间并购整合、提高行业准入门槛和提高产品质量标准将会相继落地。光伏行业落后产能将逐步退出，行业竞争格局和产业链生态有望优化。光伏行业估值水平处于历史低位，在反内卷背景下，行业估值存在修复契机。
