The proposed route for the S54 Yongchang-Minle Expressway project has been published for public consultation. The site selection spans across Yongchang County in Jinchang City, as well as Shandan County, Minle County, and the Shandan Horse Farm under the China Agricultural Development Group in Zhangye City.

The project's starting point will be located on the south side of Wangnanzhuang Village in Yongchang County. It will connect to the G30 Lianyungang-Khorgas Expressway via a major interchange. The route will extend from east to west, passing north of the Ma'an Mountains. The expressway will travel through Hongshanyao Town and Jiaojiazhuang Town in Yongchang County, the Shandan Horse Farm, Dama Ying Town, Liqiao Town, and Huocheng Town in Shandan County, and Minlian Town, Sanbao Town, and Hongshui Town in Minle County. The route will conclude on the east side of Songshuzhai Village in Shunhua Town, Minle County, where it will connect to the G0611 Zhangye-Wenquan Expressway via another major interchange.

The project developer has prepared a special chapter on the argumentation for economical and intensive land use, which has passed expert review. The project meets the relevant requirements for planning and site selection. The site selection opinion is now being publicly announced to solicit broad social supervision. The public consultation period runs from August 10, 2026, to August 14, 2026, lasting for five working days.
