In recent years, Minhe Hui and Tu Autonomous County in Haidong City has focused on the diverse eldercare needs of its senior population, continuously improving its urban and rural eldercare service system, addressing service gaps, reinforcing grassroots foundations, and enhancing service quality and efficiency. The county's eldercare service capacity and the sense of fulfillment, happiness, and security among elderly residents have been steadily rising.

The county has incorporated eldercare into its overall development plan and key livelihood initiatives, integrating it with grassroots governance and ethnic unity efforts. It has established a work framework featuring Party committee leadership, government guidance, civil affairs coordination, departmental collaboration, and social participation. Funding support has been strengthened, with 1.335 million yuan in special eldercare funds allocated throughout the year to ensure the operation and maintenance of eldercare facilities and the regular delivery of various eldercare services.

Special rectification campaigns have been carried out in accordance with provincial eldercare service standards, implementing a checklist-based, case-closure approach to rectify problems. All 10 identified issues have been fully resolved. A routine mechanism for graded safety risk management and daily inspections has been maintained, comprehensively reinforcing the safety protection barrier for eldercare services.

The county has been advancing full coverage of inclusive eldercare insurance, implementing policies for both accidental injury insurance for the elderly and comprehensive liability insurance for eldercare institutions. In 2026, a total of 14,300 elderly individuals were enrolled, with insurance premiums amounting to 493,200 yuan. Management of senior age allowances has been standardized, with the entire process of application, review, and distribution optimized. Through door-to-door assistance, precise verification, and policy outreach, the county has bridged the "last mile" of policy implementation. Throughout the year, 28,723 elderly individuals received allowances totaling 28.488 million yuan. Assistance was provided to 782 elderly individuals who reached the qualifying age to successfully apply, and dynamic adjustments were made to the benefits of 1,452 elderly individuals, ensuring that senior age allowances are fully enjoyed and accurately delivered without omission.

To further promote refined operation of government-run eldercare institutions, the Minhe County Social Welfare Center provides differentiated care based on residents' physical conditions, offering customized care plans and regularly organizing cultural, sports, and entertainment activities as well as companionship programs, with over 60 such events held. The integration of medical care with eldercare and wellness services has been deepened through the formation of professional care teams, the establishment of dedicated health pharmacies, and the creation of green referral channels and routine health examination mechanisms in coordination with county-level medical institutions. Elder-friendly nutritional meal standards have been strictly implemented, with dietary structure and food processing methods optimized to safeguard the dietary health of elderly residents. The Taohuayuan Health and Wellness Base, with a total investment of 58 million yuan, has officially begun operations. It features 300 beds and adopts a public-private partnership model, filling the gap in professional inclusive health and wellness services across the county.

The county has been working to extend quality eldercare services to both urban and rural areas, providing home-based services such as cleaning assistance, meal assistance, medical assistance, and rehabilitation therapy to 6,851 elderly individuals who are advanced in age, disabled, or living in extreme poverty. Relying on the county-level smart eldercare platform, the county has achieved precise service dispatch, full-process supervision, and closed-loop follow-up. Community resources such as day care centers and village-level mutual-aid happiness homes have been revitalized, delivering a cumulative 300,000 eldercare service visits throughout the year. With 8 million yuan secured from provincial welfare lottery public funds, six high-quality eldercare service communities have been developed, and respect-for-the-elderly happiness canteens have been established, providing a cumulative 39,200 meal assistance services and distributing 190,000 yuan in subsidies. Age-friendly home renovations have been steadily advanced, with 315 households completed and renovation tasks for 140 townships progressing steadily, continuously improving the home-based eldercare environment for elderly residents in both urban and rural areas.
