Beijing Municipal Social Organizations Alert: 2026 Municipal-Level Social Organization Evaluation Commences

The 2026 municipal-level social organization evaluation process has now begun. Please review the following specific evaluation requirements in detail.

I. Evaluation Subjects (1) Social groups, foundations, and private non-enterprise units duly registered with the Beijing Civil Affairs Bureau (collectively referred to as "municipal-level social organizations") may voluntarily apply to participate in the evaluation. Organizations applying must meet one of the following criteria: ● 1. Have held a registration certificate for at least 2 years and have not previously participated in a social organization evaluation. ● 2. The validity period of their previously obtained evaluation grade has reached 5 years. ● 3. Are within 1 year of the expiration date of their current evaluation grade's validity period. ● 4. Apply for a re-evaluation within the first 4 years of their current evaluation grade's validity period.

(2) Municipal-level social organizations will not be evaluated under the following circumstances: ● 1. Failed to participate in the previous year's annual inspection or submit an annual work report as required. ● 2. Received an administrative penalty from relevant government departments involving a fine or more severe punishment during the current or previous year. ● 3. Other circumstances where they do not meet the evaluation criteria.

II. Evaluation Content Municipal-level social organizations will be evaluated by category based on their organization type. The evaluation content includes the organization's Party construction, internal governance, effectiveness, compliance with regulations, and integrity building. Specific details are provided in the appendix.

III. Work Arrangements Application Submission From now until 24:00 on April 29, 2026, municipal-level social organizations applying for evaluation must log in to the Beijing Municipal Social Organization Service Management System using their organization's unified digital certificate. After logging in, select "Other Services" — "Evaluation Application," complete the "Beijing Municipal Social Organization Evaluation Application Form" online, and submit it to await qualification review. On-site Evaluation Organizations that pass the qualification review should prepare for the evaluation as required. The civil affairs department will organize an expert evaluation panel to conduct on-site evaluations of participating organizations, resulting in an on-site evaluation report and a preliminary evaluation grade.

Grade Confirmation The Municipal Social Organization Evaluation Committee will review the preliminary grades and publicize them. Participating organizations that disagree with their preliminary grade may submit a written application for review to the Evaluation Committee during the publicity period. The Committee will then conduct a review. After the publicity and review processes conclude, the civil affairs department will confirm the final evaluation grades, issue an announcement, and present evaluation grade certificates and display emblems to organizations that achieve a 3A grade or higher.

IV. Evaluation Results Social organization evaluation results are divided into 5 grades, from highest to lowest: 5A (AAAAA), 4A (AAAA), 3A (AAA), 2A (AA), and 1A (A). The validity period of an evaluation grade begins on January 1 of the year following the civil affairs department's announcement of the results and ends on December 31 of the fifth year. For re-evaluations, follow-up evaluations, or verification assessments, the validity period will be based on the remaining time of the original grade's validity period.

V. Evaluation Requirements (1) Conducting social organization evaluations is an important method to strengthen the cultivation and management of social organizations and promote their healthy, orderly development. Evaluation grades will be incorporated into the organization's credit record management. Eligible municipal-level social organizations should fully recognize the importance of the evaluation, actively register to participate, and cooperate throughout the process.

(2) To enhance the dynamic management of evaluation grades, the civil affairs department will select a certain proportion of municipal-level social organizations with valid 4A or higher grades for follow-up evaluations based on work needs. For organizations with valid grades that encounter circumstances listed in Article 28 of the "Social Organization Evaluation Management Measures," a verification assessment will be organized.

(3) Municipal-level social organizations may apply for one re-evaluation during the first 4 years of their evaluation grade's validity period. Organizations applying for re-evaluation must have completed rectification of issues identified in their previous evaluation.

(4) During the evaluation, the Evaluation Committee and expert panel have the right to request necessary documents and proof materials from participating organizations. Participating organizations must cooperate and provide accurate information and data. Providing false information or colluding with evaluation personnel, resulting in an inaccurate assessment, will lead to corresponding responsibilities.

(5) The civil affairs department does not charge any fees for conducting social organization evaluations.
