According to a January 27th report from Jiangsu's Xinhua Daily, with the recent removal and shutdown of the "Xishan Education Payment" app in Wuxi City's Xishan District, all county-level and sub-county government service apps in Jiangsu province have now been canceled. Government service applications deemed necessary to retain have been uniformly integrated into the "Sufuban" app. This marks a critical milestone in Jiangsu's efforts to standardize and clean up government apps, shifting service access from a fragmented, multi-platform approach to a single, integrated portal, thereby enhancing convenience and efficiency for citizens and businesses. In recent years, alongside internet development, many cities and counties launched their own government service apps, which played a positive role in providing services and consultations for the public and enterprises. However, issues emerged, including an excessive and杂乱 number of apps,单一 and repetitive functions, poor user experience, and irregular management practices. The provincial party committee and government attached great importance to standardizing these apps, treating the cleanup as a key measure to improve the effectiveness of government services. In September 2024, the Provincial Data Bureau, the Provincial Cyberspace Affairs Office, and the Provincial Communications Administration jointly issued a document, pioneering a "household registration" system for government apps, implementing comprehensive registration and management for all provincial government applications. In June 2025, four departments, including the Provincial Data Bureau, the Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Audit Office, jointly issued fifteen measures to enhance the quality and efficiency of government service management. These measures explicitly prohibited the development of new government service apps at the county level and below, and required existing ones to be migrated and consolidated into the "Sufuban" app by the end of 2025. Over the past year, utilizing a full lifecycle management system for provincial government apps, Jiangsu identified and reviewed 22 county-level and sub-county government service apps, advancing their cleanup and standardization through categorized approaches. Twelve government service apps with limited practical utility and low user numbers were directly shut down. For instance, apps like Jiangbei Smart Rural Roads, Healthy Liyang, Rugao Comprehensive Emergency, and Zhu Fengqiao had relatively单一 functions and few registered users, while apps like Smart Wujiang duplicated functions already available in the "Sufuban" app; the responsible authorities in the relevant counties (cities, districts) proceeded with their direct closure. For the ten government service apps that still possessed some practical functions and were deemed necessary by users, the relevant service features were uniformly migrated to the "Sufuban" app before the original apps were shut down. Examples include Smart Lishui, Qixia Barrier-Free Map, Hui Gusu, and Wu You Ban; as some of their government services were quite practical, the responsible authorities, based on practical considerations, migrated the corresponding services to the flagship store within the "Sufuban" app before closing the original applications. The unified entry function of the "Sufuban" app has been further strengthened, effectively resolving issues such as the need for users to download multiple apps and repeatedly register and log in. It was further learned that, building on the cancellation of the 22 county-level and below apps, Jiangsu province has also standardized the government service functions of 67 county-level integrated media apps according to unified criteria, further enhancing the quality and efficiency of both government and public convenience services. Moving forward, Jiangsu will conduct random inspections and testing of service applications to consolidate the achievements of the app cleanup and standardization, and promote integration with city service apps. The province will strengthen the "Sufuban" app's role as a unified entry point, pursue intensive and集约 development, and launch more useful and popular service applications, ensuring that businesses and the public experience tangible benefits and gains.
