Hainan Free Trade Port Achieves Full-Cycle Closure for Medical Equipment Bonded Maintenance Operations

Since the initiation of island-wide customs closure operations in the Hainan Free Trade Port, various innovative business activities have been steadily advancing. Haikou Customs disclosed on the 5th that the first batch of out-of-zone bonded maintenance goods applicable to the "execution of exceptional measures" policy have recently completed the entire maintenance process at the Haikou National High-Tech Industrial Development Zone and have been re-exported via the Haikou Meilan International Airport port. This milestone signifies the first time that the medical equipment bonded maintenance business in the Hainan Free Trade Port has achieved a complete "import-maintenance-re-export" operational cycle. By the end of 2025, the Out-of-Zone Bonded Maintenance Project for Medical Equipment by Shenzhen Salubris Medical Equipment (Haikou) Co., Ltd. received approval from the Ministry of Commerce, making it the first such project in the Hainan Free Trade Port to be approved. It is also the first project permitted to conduct "two-end external" bonded maintenance of medical equipment under the "List of Goods and Articles Prohibited or Restricted from Import and Export in the Hainan Free Trade Port," which took effect upon the full island customs closure. This project allows enterprises, under the full supervision of customs, to receive self-produced medical equipment from around the globe requiring repair, conduct testing, maintenance, and functional upgrade services, and then directly re-export the items after servicing.

To address the business needs of enterprises for re-exporting goods, Haikou Customs has defined the declaration specifications under the dedicated supervision method of "execution of exceptional measures + bonded maintenance," assisting companies in completing the entire online declaration process through the "International Trade Single Window." By establishing a categorized filing and verification mechanism for goods awaiting repair, repaired goods, and irreparable goods, the procedures have been significantly streamlined, customs clearance times compressed, and a system of "immediate reporting and review, rapid inspection and release" has been realized. For old parts, faulty components, and scrap materials generated during maintenance, a "categorized disposal, full-process tracking" supervision model is adopted, ensuring all components are compliantly re-exported while avoiding additional operational costs for enterprises, thereby achieving an organic unity of regulatory efficiency and business convenience.

"From the declaration of spare parts for importation, through the maintenance process, to their re-export, the full-process tracking service and intelligent supervision provided by Customs have offered us tremendous convenience," said Li Xiaoxi, General Manager of Shenzhen Salubris Medical Equipment (Haikou) Co., Ltd. He stated that this operation has fully established a new business model chain of "global order reception, Hainan-based maintenance, global delivery," accumulating valuable experience for the company to expand into the international high-end medical equipment maintenance market.

Haikou Customs indicated that the next step involves promoting the agglomeration and development of high-end bonded maintenance sectors in Hainan, including medical equipment, aviation materials, and precision instruments. Concurrently, policy interpretations will be conducted through multiple channels to support more enterprises in fully utilizing the Free Trade Port policies, aiding businesses in establishing roots in Hainan and expanding into international markets.
