贸易谈判进入最后倒计时之际，欧盟已拟定价值200亿美元的报复性关税清单。若8月1日前未能与美达成协议，波音飞机和布朗福曼旗下威士忌等商品将面临关税打击。
据披露的清单显示，欧盟拟对77亿美元工业品加征关税，涵盖飞机、机械设备、化工品及医疗器械等核心领域。另针对7亿美元农产品征税，包括葡萄酒、啤酒和烈酒等品类。此举被视为对特朗普威胁对欧征收30%全面关税的直接反制。
美国蒸馏酒委员会首席执行官克里斯·斯旺格警告："关税政策将重创美烈酒出口，我们敦促政府重返互利互惠的零关税框架。"行业数据显示，欧盟是美国威士忌最大出口市场，年销售额逾7亿美元。
尽管贸易摩擦升级，市场仍预期双方将在最后期限前达成妥协。瑞银全球财富管理首席投资官马克·海夫勒指出："基准情景是美欧关税税率最终稳定在15%左右，这将为风险资产提供上行空间。"据悉谈判可能涉及美方接受10%的欧洲产品进口关税。
值得关注的是，中国商务部同日宣布对电动汽车电池制造技术实施出口管制。新规要求电池正极材料制备技术、有色金属精炼技术出口需经审批。这是继稀土管制后，中国在关键矿产领域又一重要政策调整。
贸易紧张局势持续发酵之际，全球三大经济体在航空制造、高端酒类和新能源材料领域的博弈正重塑国际贸易格局。
