Zhenjiang Expands Trade-In Subsidy Program by 10 Additional Product Categories at 15% Discount

To further implement the "30 Measures of the Jiangsu Provincial Government Office," Zhenjiang has decided to optimize and adjust the locally managed product categories for the trade-in program, adding 10 new categories of smart products for consumer goods. The specifics are as follows: In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, and to refine the tasks under the "30 Measures," the province will retain its existing independent subsidy categories while incorporating new ones based on actual conditions and consumer demand.

The policy will take effect from August 29 and will remain valid until December 31, 2026. It operates under a quota management system, and the program will conclude once the allocated funds are exhausted.

Scope of Policy Implementation

The subsidy will cover ten key categories of smart products, each designed to enhance modern living. Under the smart security category, smart door locks are included. For smart environmental management, the program covers smart air purifiers and smart lighting fixtures, including smart desk lamps. In the smart cooking appliances segment, eligible items include smart range hoods, smart gas stoves (including integrated stoves and complete stove-hood sets), smart steam-roast-oven combos (including ovens, microwaves, and smart rice cookers), and smart food processors (including coffee machines and blenders). The smart kitchen cleaning and filtration category includes smart dishwashers and smart water purifiers, including water dispensers. For smart bathroom products, smart clothes dryers (including washer-dryer combos) and smart toilets (including smart toilet seats) are covered. The smart cleaning segment features robot vacuum cleaners (including floor washers, vacuum cleaners, and window-cleaning robots). Smart imaging devices such as digital cameras (including action cameras and drones) are also included. In the smart voice control and interaction category, smart speakers (including smart screens), smart earphones (including translation earphones), and embodied intelligence robots (including humanoid robots, exoskeleton assistive robots, and robot dogs) are eligible. The smart learning and office equipment segment covers smart printers (including 3D printers). Finally, the smart health category includes smart massage chairs (including smart sofas, smart beds, and smart mattresses), smart monitoring devices (including ventilators, blood pressure monitors, and blood glucose meters), and electric wheelchairs.

Subsidy Standards

The subsidy rate is set at 15% of the final selling price after all applicable discounts and promotions are deducted. Each consumer may claim a subsidy for one item per sub-category, with a maximum cap of 1,500 yuan per item. All newly added products must possess a unified national standard 13-digit commodity code. If a product carries an energy efficiency or water efficiency label, it must be rated at China's Level 1 and be registered on the relevant energy or water efficiency labeling website. It is important to note that the subsidy categories and standards for existing home appliances and digital products remain unchanged.

Participation Method

Eligibility and Application

Consumers must first complete real-name authentication through channels such as the UnionPay Cloud Flash APP or the CCB Life APP. Afterward, they should click on "Apply for Qualification to Enjoy Subsidy" to obtain a subsidy qualification voucher for the corresponding product category. Each consumer is limited to one voucher per sub-category. These vouchers are valid for 7 days from the date of issuance and will automatically expire if not used within that period. After expiration, consumers may reapply, subject to the same one-subsidy-per-category rule.

Product Selection and Purchase

Once the subsidy qualification is secured, consumers can independently select from participating offline retailers involved in the special program. The list of merchants is updated in real-time and can be viewed on the dedicated event pages of the UnionPay Cloud Flash APP and CCB Life APP. Please note that the subsidy vouchers can only be used between 9:00 AM and 10:00 PM daily; payments made outside this time window will not qualify for the subsidy.

Payment Channels

Various payment methods are supported, including UnionPay Cloud Flash APP, CCB Life APP, cash, and POS card transactions.

Invoice Issuance

Merchants must issue a personal ordinary invoice to the consumer (VAT special invoices are not permitted). The invoice should clearly state the consumer's name, the product's name, its actual selling price, and a note reading "2026 Home Appliance and Digital Product Subsidy X Yuan," where X represents the actual subsidy amount. The total invoice value must equal the consumer's actual payment plus the government subsidy.

Other Requirements

Delivery and Returns

The delivery address for subsidized goods is restricted to Jiangsu Province, and delivery must occur within 6 months of placing the order, but no later than December 31, 2026. The deadline for returns is January 15, 2027, after which returns will generally not be accepted.

Policy Notes

Consumers can directly purchase the products to enjoy the subsidy without being required to trade in an old item. However, if an old product is provided, merchants are encouraged to offer an additional trade-in subsidy, with the amount to be negotiated between the consumer and the merchant.
