The State Council has announced a series of new appointments and removals of national personnel.

Yu Xiaohui has been named Vice Minister of the Ministry of Industry and Information Technology, while Pan Wenbo has been appointed Vice Minister of the Ministry of Agriculture and Rural Affairs.

Li Chenggang has been appointed as the International Trade Negotiation Representative of the People's Republic of China, a position at the full ministerial level. Additionally, Ling Ji will concurrently serve as the Deputy International Trade Negotiation Representative.

In other changes, Cai Dong has been named Deputy Director of the National Financial Regulatory Administration, Zhang Yongjun has been appointed Deputy Director of the Cyberspace Administration of China, Zhang Xiaotang has been appointed Deputy Director of the State Tobacco Monopoly Administration, and Liu Zhen has been appointed Deputy Director of the National Administration of Traditional Chinese Medicine.

The State Council has also removed several officials from their posts, including Xu Qingsen from his role as Vice Minister of Education, Hu Weilie from his position as Vice Minister of Justice, Niu Yibing from his post as Deputy Director of the Cyberspace Administration of China, and Liao Zhiwei from his position as Director of the Changjiang Water Resources Commission.
