Xintian County in Hunan Implements 17 Wind and Solar Projects During "14th Five-Year Plan" Period, Green Economy Emerges

Recently, the first phase of the Xuyou Photovoltaic Power Station in Tongmuwo Village, Xinxu Town, Xintian County, Yongzhou City, Hunan Province, was connected to the grid at full capacity. With this achievement, Xintian County has cumulatively implemented 17 wind and solar power projects during the "14th Five-Year Plan" period, reaching a total installed capacity of 1,370 MW. The first phase of the Xuyou Photovoltaic Power Station is a key new energy project in Hunan Province's "14th Five-Year Plan," boasting an installed capacity of 60 MW and a total investment of 304 million yuan. Once operating at full capacity, the project is expected to generate 75.34 million kilowatt-hours of electricity annually, contributing over 10 million yuan in tax revenue for the local area each year. Of the 17 projects included in the provincial key wind and solar construction plan for Xintian County during the "14th Five-Year Plan," two are centralized wind power projects and 15 are photovoltaic projects. Specifically, the Menlou Township and Jicun Wind Farms have a combined installed capacity of 220 MW; the 15 photovoltaic projects total 1,150 MW in capacity, ranking among the highest in number within Hunan, and include key types such as the Longquan Town photovoltaic power generation, the first phase of the Qingshuiwan photovoltaic power generation in Shiyang Town, and the Xinxu forestry-photovoltaic complementary power generation. A relevant official from the special task force for Xintian County's wind and photovoltaic power projects stated that once all these projects are fully constructed and operational, based on the total installed capacity of 1,370 MW, the estimated annual electricity generation will be 1.51 billion kilowatt-hours, with an annual output value reaching 567 million yuan and annual tax contributions of 74 million yuan. The construction and operation of these projects also bring multiple benefits to local residents: during the construction phase, approximately 20,000 mu of land was transferred, and calculated at a standard of 150 yuan per mu annually, this will accumulate to 75 million yuan in rental income for farmers over 25 years; during the operational phase, jobs such as weed clearing at the power stations and equipment inspection and maintenance are provided, continuously driving increases in residents' incomes and injecting strong green momentum into high-quality local economic and social development.
