North China Energy Regulator Conducts On-Site Power Supply Inspections in Xiong'an New Area

The North China Energy Regulatory Bureau recently dispatched an inspection team to Xiong'an New Area for on-site supervision and inspection of power supply services. The initiative targets the high-quality construction electricity demands of the new area, aims to solidify the primary responsibilities of power supply enterprises, continuously standardize service conduct, and optimize the electricity business environment. The team also supervises these enterprises to ensure reliable power delivery to key regions.

The inspection team employed a combination of discussion sessions, document reviews, and on-site verification. They listened to reports from power suppliers regarding electricity guarantees for major new area projects, distribution network operation and maintenance, fault repair protocols, "access to electricity" measures, and the handling of 12398 energy regulatory hotline work orders. The team conducted in-depth visits to core and resettlement zones, inspecting key operational segments such as distribution facility performance, new business expansion procedures, outage notification processes, and metering and billing practices.

The inspection focused on pre-service support for major project electricity needs, safeguards for residential power use, closed-loop rectification of user complaints and appeals, and hidden danger screening within the distribution network. Issues identified on-site, including imprecise service procedures and delayed hazard management, were systematically compiled into a problem list with clear rectification deadlines and regulatory requirements, managed through a closure-based tracking system.

The inspection team emphasized that Xiong'an New Area, as a state-level new area, requires higher standards and stricter demands for power supply assurance and service quality. Power supply enterprises were urged to elevate their political awareness, align with the new area's construction timeline, proactively plan grid supporting projects, and strengthen forward-looking services. They must continuously optimize the electricity business environment, shorten connection lead times, and improve the efficiency of power access for key projects. Additionally, enterprises should smooth channels for public electricity demands, expedite the review and rectification of historical work orders, and focus on resolving urgent issues in the power sector. The team also stressed the need to improve emergency supply mechanisms, enhance equipment inspections and risk forecasting, and make every effort to prevent large-scale outage risks.

Looking ahead, the North China Energy Regulatory Bureau will continue to track the effectiveness of rectification efforts. Based on actual work conditions, it will organize appropriate "look-back" reviews to drive improvements in power supply service quality through strict supervision, thereby providing solid and reliable power support for the high-standard, high-quality construction of Xiong'an New Area.
