According to the latest employment outlook survey from human resources services firm ManpowerGroup, global hiring momentum is projected to remain stable year-on-year for the third quarter of 2026, though it shows a sequential slowdown. Among the findings, midsize enterprises exhibit the strongest hiring intentions.
The report indicates the global net employment outlook for Q3 stands at 26%, a decline of 5 percentage points from the previous quarter but an increase of 2 percentage points compared to the same period last year. Among the 42 countries surveyed, 33 showed a weaker hiring outlook compared to the prior quarter.
"The data this quarter reveals a labor market navigating through uncertainty," stated the company's Chairman and CEO. "Economic uncertainty is emerging as a primary driver for caution in corporate hiring, particularly in Europe, Asia, and among large enterprises. At the same time, many employers continue to selectively recruit talent with the skills necessary to help drive their business transformation."
The survey reveals that midsize firms, those with 250 to 999 employees, have the most robust hiring intentions. Their net employment outlook is 32%, representing a 6 percentage point year-on-year increase, surpassing the outlook for both small and large businesses. Forty-two percent of companies plan to increase staffing in Q3, down from 45% last quarter, while 40% intend to maintain current headcount and 16% anticipate reductions.
From an industry perspective, the Information Technology sector (32%) and the Construction & Real Estate sector (31%) have the strongest hiring plans, followed by Finance & Insurance (29%). The Utilities & Natural Resources sector showed the most significant year-on-year improvement, rising by 8 percentage points. Conversely, the Hospitality sector's hiring plans are the most cautious, with a net employment outlook of just 14%, marking its lowest level since the third quarter of 2021.
Regionally, the Americas display the most resilient hiring outlook with a net index of 29%, a 7 percentage point improvement year-on-year. The United States leads globally with a net employment outlook of 45%. The Asia-Pacific region's outlook stands at 28%, with India leading global hiring confidence at 48%.
Skills in artificial intelligence continue to be highly sought after by employers. The survey indicates employers are willing to offer a pay premium for talent with AI literacy. Simultaneously, interpersonal skills remain the most valued, with communication and collaboration abilities, alongside critical thinking and problem-solving skills, ranking at the top of employer demand lists.
