The Beijing Municipal Administration of Radio and Television, along with four other departments, recently issued the "Beijing Action Plan for Promoting High-Quality Development of the 'AI + Audiovisual' Industry (2025-2029)." The plan emphasizes empowering terminal applications by building an integrated technological innovation system combining "edge AI chips, audiovisual algorithms, and intelligent agents." Key development areas include new smart terminal products and services such as AI TVs, AI phones, AI glasses, AI PCs, AI in-car audio-video systems, and AI digital humans.

The plan encourages collaboration between terminal manufacturers, audiovisual data platforms, and tech companies to develop audiovisual application solutions for smart industries, smart transportation, smart education, smart healthcare, and smart communities. Enterprises are also urged to enhance edge AI inference capabilities, leveraging edge-cloud synergy to enable real-time content generation, intelligent editing, and personalized recommendations—improving immersive user experiences.

Additionally, a testing and verification platform for smart audiovisual terminals will be established to promote industry standards and evaluation frameworks.
