Hunan Unveils First 13 Advanced Manufacturing Engineer Collaboration Centers, Changsha Leads with Eight Selections

On August 23, the Hunan Provincial Department of Industry and Information Technology released the inaugural list of Advanced Manufacturing Engineer Collaboration and Innovation Centers, with 13 organizations province-wide earning the designation. This marks Hunan's first systematic, province-level deployment of engineer collaboration platforms, spanning sectors such as independent and secure computing, construction machinery, agricultural equipment, new energy, new materials, intelligent embedded software, and marine engineering equipment. Notably, Changsha secured eight of the 13 spots, the highest number among all cities and prefectures in the province. The selected entities range from top universities and vocational colleges to new R&D institutions and enterprises, each with distinct roles yet united by a common goal: shifting engineer resources from being enterprise-exclusive to industry-shared.

For many small and medium-sized manufacturers, attracting, retaining, and affording high-level engineers remains a persistent challenge, while industry-wide technical bottlenecks often languish in laboratories, struggling to reach production lines. The Advanced Manufacturing Engineer Collaboration and Innovation Centers are designed precisely to tackle these real-world problems. According to the provincial implementation rules, these centers are established and operated by legal entities with notable collaborative innovation capabilities. Their core mission is to drive institutional innovation and optimize the deployment and utilization of engineers, directly addressing the difficulties SMEs face in recruiting, keeping, and financing top-tier engineering talent, as well as the hurdles in tackling and promoting common industry technologies. Operating under the model of "one distinctive industry cluster + one common technology platform + a pool of shared engineers," the centers support leading enterprises in strengthening supply chain coordination and enhancing their influence over the industrial ecosystem. They provide services including talent sharing, training, and collaborative problem-solving, and are cultivated step-by-step across different industries and regions to become specialized, professional, and market-oriented collaboration platforms. The primary functions and tasks cover four key areas: aggregating and strengthening the industry's engineer workforce, building efficient collaborative innovation service platforms, innovating incentive mechanisms for engineer utilization, and accelerating the application of collaborative innovation outcomes. Each center's leading entity is required to focus on the construction of key clusters and the needs of industry chain development, prioritize the recruitment, training, and deployment of highly skilled, practice-oriented engineers, proactively integrate innovation resources from upstream and downstream enterprises, industrial parks, and industry associations, and actively build new models and mechanisms for collaborative innovation to continuously elevate the quality and standards of the centers. This initiative provides solid talent support for the sustained effort to build Hunan into a nationally important advanced manufacturing hub.

Among the eight Changsha-based centers, the industrial scope extends from independent and secure computing to deep-sea equipment, with diverse types of leading entities. In the advanced computing arena, the New Generation Independent and Secure Computing System Engineer Collaboration and Innovation Center at the Peking University Changsha Institute for Computing and Digital Economy earned a spot. This institute, jointly established by Peking University, the Changsha Municipal People's Government, and the Hunan Xiangjiang New Area Management Committee, has already laid groundwork in advanced computing, artificial intelligence, computing networks, and the digital economy. It has incubated 10 innovative enterprises and co-built joint R&D platforms with local firms like Jingjia Micro and Hunan Unicom.

Construction machinery, a traditional pillar industry for Changsha, saw two selections from vocational colleges: the Construction Machinery Engineer Collaboration and Innovation Center at Hunan Industry Polytechnic and the Construction Machinery Intelligent Equipment Engineer Collaboration and Innovation Center at Hunan Communications Polytechnic. Hunan Industry Polytechnic has partnered with Zoomlion Heavy Industry since 2003, and by 2025 the two established the Zoomlion Industry College for Construction Machinery, which houses project R&D centers and a Zoomlion intelligent welding technology research center. Hunan Communications Polytechnic, focusing on intelligent construction equipment, plans to build a collaborative platform integrating technical problem-solving, talent cultivation, technology transfer, and public services, while also forming a dedicated team of full-time and part-time engineers for capability enhancement training and international field engineer development.

The new energy and new materials sectors also saw concentrated investment. The New Energy Engineer Collaboration and Innovation Center at the Changsha New Energy Research Institute, established in April 2024 by Central South University, the Changsha Municipal Government, and the Hunan Xiangjiang New Area Management Committee, made the list. Leveraging Central South University's research strength in new energy, it has set up 15 innovation research centers led by academicians and professors, covering areas such as energy metal extraction and resource recycling, photovoltaic materials and devices, and hydrogen energy and key materials. Meanwhile, the Intelligent Embedded Software Engineer Collaboration and Innovation Center at Changsha University of Science and Technology, housed within its School of Computer Science, targets the needs of Hunan's "4×4 modern industrial system" and Changsha's national advanced manufacturing cluster for construction machinery. It is building a common technology platform for intelligent embedded basic software, industrial software, and application software, operating under a work mechanism where "enterprises pose the problems, talent provides the answers, workshops validate the solutions, and the market delivers the verdict," offering technical services and system solutions to businesses.

Among the eight, the Changsha (Kaifu District) Marine Engineering Equipment Engineer Collaboration and Innovation Center, hosted by Hunan Tianjian Marine Engineering Equipment Co., Ltd., is the sole enterprise-led center. Since the commercialization of an academician's research results in Kaifu District in 2019, the company has brought in platforms such as the National Key Laboratory Engineering Center of the Institute of Acoustics under the Chinese Academy of Sciences and an academician expert workstation. It has forged deep cooperation with the team of Zhang Renhe, a leading figure in China's underwater acoustics field, overcoming industry technical challenges in deep-sea watertightness, transmission control, and attitude control. Additionally, the New Materials Engineer Collaboration and Innovation Center at Central South University and the Agricultural Machinery Equipment Engineer Collaboration and Innovation Center at Hunan Agricultural University were also selected this round. Looking at the composition of the leading entities, the eight Changsha centers encompass universities, vocational colleges, new R&D institutions, and enterprises, reflecting a diversity of players. With each entity leveraging its own strengths, this setup is conducive to forming a synergistic framework for industry, academia, research, and application. As the first batch of centers enters the construction and operation phase, Changsha is well-positioned to further capitalize on its strengths in scientific and educational resources and its industrial base. Through flexible talent introduction and project-based cooperation, the city aims to share engineer resources with SMEs and accelerate the transition of common industry technologies from the laboratory to the production line.
