罗伯茨（由小布什任命）、卡根（由奥巴马任命）和巴雷特（由特朗普任命）均属于上周五以六票多数裁定推翻特朗普关税政策的法官阵营。而卡瓦诺（由特朗普任命）则持异议，此举令特朗普称赞其为"我的新英雄"。
在上周五的记者会上，特朗普总统对巴雷特及另一位由他任命的大法官尼尔·戈萨奇进行了指责——后者同样对关税政策投下反对票。特朗普称此项判决"令他们的家族蒙羞"。
身着黑色法官袍的罗伯茨、卡根、卡瓦诺和巴雷特步入众议院会议厅，在距离特朗普演讲台仅数英尺的席位就座。两位仍在世的退休大法官——安东尼·肯尼迪和斯蒂芬·布雷耶——均未出席本次活动。肯尼迪去年曾到场聆听演讲。
