What is Comprehensive Financing Cost?

To accurately and fully reflect the actual financing costs borne by borrowers in personal loan transactions, the regulations specify that all costs related to personal loans must be included in the comprehensive financing cost. This encompasses, but is not limited to, loan interest, installment fees, credit enhancement service fees paid by the borrower under normal performance, as well as contingent costs like late payment penalties in the event of default. The regulations apply to all lending institutions, including banks, consumer finance companies, auto finance companies, trust companies, and small loan companies. Lenders are required to itemize for borrowers the specific cost items, collection methods, collection standards (converted to an annualized level), and the collecting entity. They must also clearly state that, apart from the disclosed cost items, no other loan-related fees will be charged by the lender or its partner institutions.
