How Hanchuan Enterprises in Hubei Gain Industry "Voice" by Participating in Standard Formulation

As of now, 37 enterprises and institutions in Hanchuan City, Hubei Province, have led or participated in the formulation of 91 standards, including national, industry, local, and association standards. A growing number of Hanchuan-based companies are actively engaging in the development of national and industry standards, transitioning from being mere followers of industry rules to becoming their architects. On January 15, these seemingly dry technical provisions are emerging as crucial weapons for Hanchuan enterprises to break through from the middle and low end of the industrial chain and seize market influence. It is reported that in recent years, the Hanchuan Market Supervision Administration has implemented a combination of measures, including policy advocacy for standard leadership, training on standard formulation and revision, organizing study tours, and inviting senior professional standardization bodies to conduct in-depth diagnostics at enterprises, actively encouraging and supporting companies to participate in the formulation and revision of national and industry standards. At a thematic seminar held by the Party Leadership Group in October 2025, focusing on deeply studying the spirit of the 7th Plenary Session of the 10th Hanchuan Municipal Committee and serving the construction of the "Four Major Bases," the Administration clearly identified supporting enterprises in participating in the formulation and revision of national and industry standards to enhance their voice in the industrial chain as a core pathway for high-quality enterprise development.

Standard formulation as a breakthrough strategy is exemplified by a certain technology company, which has established a standard system by leading or participating in the creation of 1 association standard, 7 industry standards, and 8 national standards, covering all stages from raw materials to finished product manufacturing for inorganic zinc-rich materials. The "High-Tech Standardization Pilot Project for Inorganic Zinc-Rich Materials" undertaken by this enterprise was rated as a provincial-level "Excellent Project" in March 2025. Standards bring not only specification but also a guarantee of high product quality and a significant enhancement of core corporate competitiveness. The work of the Hanchuan Market Supervision Administration extends far beyond encouraging standard-setting; they delve into key industries such as textiles, apparel, and metal products to research enterprise needs and support companies with solid foundations and broad market prospects in carrying out a series of standardization activities.

Precision cultivation was demonstrated on May 9, 2024, when the Hanchuan Market Supervision Administration held a special training session for 8 enterprises. This training focused on the application process for "Standard Innovation Enterprises," aiming to give companies "a deep understanding of the requirements of the certification indicator system." On October 14, 2025, the Hanchuan Market Supervision Administration organized a promotional event for World Standards Day 2025, with representatives from 7 key enterprises in attendance. Through activities such as thematic exhibitions, dissemination of standardization regulations and national standards, interpretation of pilot demonstration policy documents, and interactive exchanges, the event popularized standardization concepts, knowledge, and methods, providing strong support for promoting enterprise transformation, upgrading, and innovation-driven development.

The results of standardization pilot projects have been fruitful. Over the past five years, provincial-level standardization pilot projects in agriculture and industry undertaken by enterprises such as Hanchuan Zhicheng Agricultural Products, Hubei Basite Technology, and Hubei Xiangyuan New Materials have successively been rated as provincial excellent projects. The green ecological farming project for channel catfish applied for by Hubei Huize Agriculture Company has been approved as a provincial-level standardization pilot project for 2025. The value of standards is amplified across the industrial chain. In 2021, the Hanchuan Market Supervision Administration, jointly with the Hanchuan Commerce Bureau, the Hanchuan Public Inspection and Testing Center, and the Hanchuan Stroller Association, promoted stroller enterprises to develop a unified association standard, the "Hanchuan Children's Stroller Evaluation Specification," by referencing European and American product standards. This standard exceeds national standards in both performance and functional indicators, laying a solid foundation for building the "Hanchuan Stroller" brand. In recent years, Hanchuan stroller enterprises have become a significant production base in the global supply chain through innovation, R&D, industrial cluster development, and brand cultivation, with their products reaching markets in 43 countries and regions.

To fully leverage the advantages of the city's aquaculture industry, promote the standardized and regulated farming of river crabs and crayfish, and build an aquaculture brand, in 2023, the Hanchuan Market Supervision Administration, together with the Institute of Hydrobiology of the Chinese Academy of Sciences, the Hanchuan Agriculture and Rural Affairs Bureau, and the Hanchuan Fisheries Development Association, formulated the Xiaogan municipal local standards "Geographical Indication Collective Trademark - Hanchuan River Crab" and "Geographical Indication Collective Trademark - Hanchuan Crayfish." The formulation and implementation of these two standards filled the gap in breeding standards for Hanchuan's characteristic aquatic products, laying a good foundation for ensuring the quality of these products, burnishing the prestige of the national geographical indication collective trademarks "Hanchuan River Crab" and "Hanchuan Crayfish," and promoting branded operations and high-quality development. Thanks to their过硬 quality and renowned brands, Hanchuan City has been awarded the title "Hometown of Chinese River Crabs," and "Hanchuan River Crab" has won honors such as "China's Top Ten Famous Crabs." Since October 2025, Hanchuan river crabs have been exported overseas to Vietnam, marking the beginning of an annual export volume of 300 tons, valued at $3.22 million.

Standardization work has been elevated by Hanchuan to the level of coordinated industrial chain development. In the new materials industry, the Administration collaborated with the Hubei Institute of Standardization and Quality to develop the "Quality Improvement Project Implementation Plan." They produced individualized quality analysis reports for over 20 companies in the chain, categorizing them into three tiers based on their strength and providing tailored key work suggestions for each. Addressing common issues raised by enterprises, such as "weak bargaining power in procurement and sales," the expert team prescribed a core solution: promoting leading enterprises to主导 or participate in the formulation and revision of national and industry standards, using standards as a lever to strengthen quality support, lead technological innovation, and accelerate industrial transformation and upgrading.

A certain New Materials Technology Co., Ltd. is a typical example of a hidden champion in this standards transformation. Under the precise guidance of the Administration's task force and provincial-level experts, this enterprise has led or participated in formulating 10 national standards, 1 industry standard, and 2 provincial local standards. Notably, 8 of these national standards were converted from international standards (ISO), contributing to the internationalization of China's polyolefin foam material standard system. The "Polyolefin Foam Material Technology Standardization Pilot" undertaken by the company was rated as provincial-level "Excellent" in March 2024. Standards have solidified this hidden champion's technical advantage into an industry benchmark. In the conference room of another technology company, honor certificates cover the walls, silently documenting the 16 national, industry, or association standards the enterprise has participated in formulating. A certain Food Co., Ltd., leveraging its role as an industry leader, formulated 7 national or industry standards in 2025, including leading the formulation of 1 national standard and 4 industry standards, and participating in the formulation of 2 national standards.

In Hanchuan, a growing number of enterprises are realizing that participating in standard formulation is no longer the exclusive domain of large corporations. When 42 Hanchuan enterprises proactively engaged in "benchmarking and compliance," publishing 44 benchmarking results on the national Benchmarking and Compliance Information Service Platform, they were not merely testing their products but also scrutinizing the gap between themselves and the industry's top tier. From implementing standards to formulating them, this quiet revolution has allowed Hanchuan enterprises to stand tall. The presence of Hanchuan enterprise names on standard documents is increasingly becoming the most robust endorsement of this city's industrial upgrading.
