Hong Kong’s Chief Executive, John Lee, has outlined a series of capital market reforms aimed at sharpening the city’s competitive edge as a premier global financial hub. The latest Policy Address introduces measures to streamline the listing process, broaden international connectivity, and modernize the framework for specialised technology firms.

The first major initiative involves a consultation on simplifying the disclosure requirements for prospectuses. This move is designed to ease the compliance burden for companies seeking to go public, thereby accelerating the listing timeline and reducing associated costs. By cutting through red tape, the administration aims to make the city’s listing environment more agile and attractive to a wider pool of issuers.

To expand its global footprint, the Hong Kong government will actively encourage overseas corporations to pursue dual primary listings within the city. In tandem, authorities will advance efforts to add the Kazakhstan Stock Exchange to the roster of recognised exchanges. These steps are intended to strengthen cross-market links and diversify the sources of capital flowing through Hong Kong’s financial infrastructure.

In a bid to lure high-growth innovators, the listing regime for specialised technology companies will undergo a targeted review. Key adjustments will include a recalibration of the market capitalisation thresholds and other entry requirements. The objective is to lower barriers for cutting-edge tech enterprises, allowing them to access deeper public markets and fuel their expansion plans.

On the product innovation front, regulators are set to explore the integration of novel technologies within the cash market. Specifically, the city will research pioneering business models tied to real estate investment trusts (REITs).
