这一举动消除了这一大胆项目的一个主要障碍。这些管道是连接Sable从埃克森美孚购买的三座闲置离岸平台与加州市场的重要通道。由于2015年其中一根管道泄漏了近3000桶原油，加州获得了对该系统的监管权。
