Qingdao Establishes Top-Tier Framework to Foster High Growth of Tech Enterprises

Qingdao has introduced a new management policy to strengthen its support for tech startups by enhancing incubators across multiple dimensions, including facilities, team expertise, and capital resources.

The policy, officially titled the Qingdao Science and Technology Enterprise Incubator Management Measures, is designed to align with the city's "10+1" innovation-driven industrial system and the "4+4+2" modern marine industry system. Its goal is to drive high-quality development of technology incubators, build a robust innovation ecosystem, and deepen the integration of technological advancement with industrial growth.

A technology business incubator, which may include accelerators, is defined as a service provider that supports early-stage tech firms and startups. These incubators offer facilities, business coaching, technical support, market access, funding, and management consulting to foster the commercialization of innovations and cultivate entrepreneurship.

The core function of these incubators is to gather diverse resources around the needs of young tech companies, provide full-cycle, specialized incubation services, and stimulate entrepreneurial vitality. This approach aims to reduce business risks, accelerate company growth, boost employment through entrepreneurship, and promote the fusion of science, technology, and industry.

Criteria for City-Level Incubator Status

Under the new rules, incubators seeking city-level designation must meet several strict requirements. They must be legally registered entities with a sound management system and strong service capabilities. Specific conditions include having a stable and clearly defined incubation space of at least 3,000 square meters under their direct control. They must also employ a professional management team, led by individuals with extensive experience in relevant industries, venture capital, technology insight, and corporate governance.

Furthermore, experienced incubation service staff and mentors are mandatory. At least 80% of the total workforce must be dedicated to incubation services, and there should be a minimum of one mentor for every ten resident companies. The incubator must host at least 20 resident companies, with no less than 20% of them qualifying as technology-based SMEs or innovative SMEs. Regarding financial performance, at least 10% of resident companies must have received equity investment through the incubator's own or partnered funds in the previous year, or at least 20% must have secured external financing.

The city's science and technology bureau will generally conduct the designation process once a year. To ensure continuous improvement, annual performance evaluations will be held. These assessments will focus on the incubator's service capability, incubation outcomes, and sustainable development, providing a comprehensive picture of its operations and growth. The results will be categorized into four levels: Excellent (A), Good (B), Qualified (C), and Unqualified (D), guiding policy adjustments and dynamic management.

The policy emphasizes that incubators must actively enhance their service offerings. This includes recruiting specialized talent and professional service agencies, equipping themselves with advanced facilities to deliver high-value services, and proactively seeking partnerships with universities, research institutes, and new R&D entities. They are encouraged to establish systems for discovering, evaluating, selecting, and nurturing early-stage "hard tech" innovation projects. A focus on vertical, deep, and advanced incubation is also recommended. Finally, incubators are urged to strengthen early-stage project investment, refine their business coaching, and explore new models of incubation services to better meet the evolving needs of startups and entrepreneurial teams.
