The Guangzhou Municipal Government Office has released an implementation plan to promote the high-quality development of the artificial intelligence industry in the city. The plan outlines that by 2030, artificial intelligence will be fully integrated into Guangzhou's high-quality development framework. The adoption rate of new-generation smart terminals and AI agents is projected to exceed 90%, with the intelligent economy becoming a major growth driver for the city's economic expansion.

The initiative aims to achieve what it terms the "Ten, Hundred, Thousand, Ten-Thousand" outcomes. This includes establishing an AI ecosystem value park, creating demonstration zones for AI industry applications and clusters for new types of smart terminals, and building 10 common technology service platforms for AI applications (including AI pilot bases and enabling centers).

Furthermore, the plan targets the development of 100 competitive and industry-ready vertical-specific large models, the implementation of 1,000 AI application demonstration scenarios, and the cultivation of 10,000 enterprises related to "AI+". This corporate base is expected to include one or two leading enterprises with annual revenues exceeding 100 billion yuan, alongside two or three smart terminal products ranking among the top in national sales.

The ultimate goal is to foster a trillion-yuan industrial ecosystem centered on core AI industries and their applications, solidifying Guangzhou's position as a globally influential hub for vertical-specific AI models.
