Tianjin's municipal authorities have jointly released the official notification detailing the citywide average wage for 2025 and the associated wage and welfare benefit standards for 2026. The announcement, made by the Human Resources and Social Security Bureau, the Medical Security Bureau, and the Taxation Bureau, provides a comprehensive framework for calculating employee compensation and social insurance contributions.
The notice establishes that the average annual wage for employees in Tianjin during 2025 reached 103,608 yuan, translating to a monthly average of 8,634 yuan. This figure serves as the benchmark for calculating various statutory benefits, including work-related injury compensation, heatstroke prevention fees, and shift differentials, which are set to take effect on January 1, 2026.
Social Insurance Contribution Bases
For 2026, the minimum monthly contribution base for social insurance will be 5,180 yuan, while the maximum ceiling is set at 25,902 yuan. These parameters apply to contributions for basic pension, basic medical (including maternity), unemployment, and work-related injury insurance made by both employers and their employees. Individual industrial and commercial households without employees, as well as flexible workers, have the flexibility to select their pension insurance contribution base within this range.
Specific provisions have been made for various categories of insured persons. Those who were already receiving flexible employment social insurance subsidies before December 31, 2024, along with personnel from managed centers, will have their subsidy contribution base calculated at 5,180 yuan. Similarly, individuals receiving unemployment insurance benefits will have their basic medical insurance (including maternity insurance) contribution base set at 5,180 yuan.
Back Payment and Arrears Adjustments
For those settling overdue basic pension insurance contributions from before June 30, 2011, a standard of 5,265 yuan will be applied to calculate the value preservation coefficient. Contributions in arrears after July 1, 2011, will incur a daily late fee of 0.05% on the outstanding amount.
Medical Insurance Funding Standards
The notification also details specific medical insurance funding arrangements for special groups. Retired personnel managed by relevant departments and demobilized military retirees without military registration will have an annual funding standard of 11,280 yuan for basic medical (including maternity) insurance, broken down to 940 yuan per month. This includes 10,824 yuan annually for basic medical insurance and 456 yuan for maternity insurance.
Military retired cadres resettled in Tianjin will receive a more comprehensive package, with an annual funding standard of 16,434 yuan (1,369.5 yuan monthly). This allocation covers basic medical insurance at 14,880 yuan annually, maternity insurance at 624 yuan, and civil servant medical subsidies at 930 yuan per year.
Implementation and Policy Clarifications
The new standards will be implemented from September 1, 2026, with the adjusted welfare benefits and insurance treatments taking effect retroactively from January 1, 2026. Flexible workers and individual business owners can voluntarily participate in basic medical insurance through individual windows, with their contribution base fixed at 5,180 yuan, while also having the option to enroll in the urban-rural resident basic medical insurance scheme at rates determined by municipal regulations.
