本案源于西维斯健康在2023年提起的诉讼，争议焦点在于该公司能否就生产相册、泡罩包装、广告传单、处方药和计算机软件等业务申请国内制造税收抵免。虽然该项税收优惠现已废止，但诉讼涉及2014至2017纳税年度的税务问题。国税局此前主张，该公司不符合申请该项抵免的技术性要求。
