From professional case handling that addressed the "mildly intoxicating milk tea" hazards, to the compassionate protection provided by the "Teng·Ai" workshop, and the border-specific assistance of "Sunflower Stations," Yunnan's procuratorial system has adopted a three-dimensional approach based on regional realities: "professional case handling, coordinated linkage, and brand leadership" to build solid legal barriers for minors from different backgrounds.
**Focusing on Pain Points: Professional Case Handling Protects Minors**
There are no "minor" issues in minor protection. Yunnan's procuratorial organs consistently address both new and longstanding challenges in minor protection with professional perspectives.
In April 2022, the Wuhua District People's Procuratorate in Kunming received a parental complaint that beverage shops near schools were selling alcohol-containing milk tea to minors. Prosecutors discovered that the involved shops lacked "no sale" signs, and some milk tea consumers showed blood alcohol concentrations of 65-90mg/100ml after consumption, with residual alcohol levels reaching up to 45mg/100ml even after 30 minutes.
The procuratorate initiated administrative public interest litigation and issued prosecutorial recommendations to relevant administrative departments, promoting special rectification efforts. A total of 428 fresh-made beverage shops were inspected individually, with operators required to post warning signs and verify minors' identities, plugging regulatory loopholes at the source.
At the Tengchong People's Procuratorate, the "Teng·Ai" juvenile prosecution workshop and youth legal education exhibition hall, along with the one-stop case handling center, demonstrate "minor-friendly" functional layouts. Five distinct zones including parental education areas, psychological counseling areas, and inquiry consultation areas are clearly defined, allowing minors to complete case procedures in safe, familiar environments while minimizing secondary harm.
"We maintain 'zero tolerance' toward crimes against minors," said Dai Xiaohong, full-time member of the prosecutorial committee at Tengchong People's Procuratorate. In recent years, the office handled Yunnan Province's first case of revoking guardian qualifications supported by the procuratorate, "unbinding" an abused minor from an unfortunate family. This case was recognized as a provincial exemplary case.
Facing the special circumstances of over 1,700 foreign students in Ruili, local prosecutors add "meticulousness and warmth" to their case handling. In 2024, when handling a theft case involving foreign minor Mao, the Ruili People's Procuratorate conducted home visits and social investigations, confirming the individual's long-term residence in Ruili and family's stable income, meeting rehabilitation conditions. They ultimately made a conditional non-prosecution decision according to law.
"As a border procuratorate, we insist on equally protecting every child growing up on this land," said Li Wei, first-level prosecutor of the Second Procuratorial Department at Ruili People's Procuratorate.
**Coordinated Efforts Build Prevention Lines**
Yunnan's juvenile prosecution work has transformed significantly from past "solo efforts" with isolated work segments to current "collective strength" that integrates departmental resources and mobilizes social forces.
In 2024, the Wuhua District People's Procuratorate in Kunming pioneered the "Minor Prosecution Professional People's Congress Representative Workstation" in the province, combining People's Congress supervision with prosecutorial oversight, linking educational and civil affairs resources to jointly promote comprehensive minor protection. Over three years, they conducted over 80 legal education activities in schools and communities, covering more than 20,000 teachers, students, and parents, deeply rooting legal awareness at the grassroots level.
The "12345" working method of Tengchong People's Procuratorate serves as a model of coordination. Through this mechanism, they collaborated with police and education departments to conduct 14 special rectification operations in key areas like rental housing and campuses. Ten prosecutors serve as legal vice-principals, conducting over 100 legal education sessions through scenario plays and short videos, reaching over 100,000 people.
The "National Gateway·Green Pomelo Juvenile Prosecution" team at Ruili People's Procuratorate promoted the creation of the "Sunflower" protection plan, serving as a benchmark for border collaborative prevention. In 2023, the Ruili People's Procuratorate, together with the Ruili Border Management Brigade and Education and Sports Bureau, assigned 16 prosecutors and police officers to serve as "legal counselors" in middle school classes.
Zheng Wei, Deputy Secretary of Ruili Municipal Committee of Political and Legal Affairs, noted that since launching the "Protect Sunflowers" campaign, Ruili's juvenile crime prevention work has deepened and become more practical. Judicial protection, as the final line of defense among the "six major protections," has demonstrated its forward-advancing advantages.
For foreign students' needs, the "National Gateway·Green Pomelo Juvenile Prosecution" team also created Burmese-language legal education videos and posters, inviting Myanmar law students as volunteers to strengthen the legal education network at the border.
**Characteristic Brands Embody Protective Intentions**
"Wei Xiaohua," "Teng·Ai," "National Gateway·Green Pomelo" – brands established by local procuratorates serve not only as work identifiers but also embody regionalized protective intentions.
The "Wei Xiaohua" brand of Wuhua District People's Procuratorate signifies "protecting future flowers." The team formed "prosecutor + social worker + public organization" rehabilitation teams, developing personalized plans for conditionally non-prosecuted minors and establishing graded correction mechanisms with police for errant minors, advancing rehabilitation interventions to "pre-offense" stages.
The "Teng·Ai" team at Tengchong People's Procuratorate innovated the "prosecution + social worker + specialized school" model to address limited social worker resources in border areas. Over three years, they conditionally non-prosecuted 54 juvenile offenders, helping 110 return to society, and facilitated specialized school correction for 4 minors with serious misconduct.
The "National Gateway·Green Pomelo" brand at Ruili People's Procuratorate emphasizes "border" and "foreign-related" characteristics, balancing legal principles with humanistic care in rehabilitation.
"We take 'sunshine tracking subjects' to detention centers for on-site legal education, allowing them to directly experience legal authority," Li Wei said. The team also emphasizes family rehabilitation, conducting family education guidance for 182 parents of involved minors and issuing 168 supervision orders, strengthening protective foundations at the family level.
From Wuhua's "professional protection" to Tengchong's "border warmth" and Ruili's "national gateway great love," Yunnan's procuratorial system, through brand leadership, precise efforts, and coordinated advancement, integrates judicial protection into the "five major protections," collectively nurturing minors' healthy growth. As prosecutors noted, whether in provincial capitals or border areas, whether local or foreign children, protecting every young heart's healthy development remains the unchanging mission of juvenile prosecution work.
