甲骨文作为一家总部位于奥斯汀的云计算与软件企业，此前在各个军事机构中均维护着彼此独立的合同安排。官方表示，这笔新协议将有助于优化服务交付，并有望为纳税人节省数十亿美元的财政支出。
“减少分散采购，推进企业级标准化，不仅能够增强系统间的互操作性，还能降低网络安全风险。”美国海军部发言人巴里·坦纳（Barry Tanner）指出，“这能帮助我们将资源集中于那些在对抗环境下依然具备扩展性、集成性与持久性的弹性能力上。”
