Financial Anti-Corruption Deepens: Two Executives from Agricultural Development Bank and CITIC Bank Investigated on Same Day

According to a February 2nd disclosure on the website of the Central Commission for Discipline Inspection and the National Commission of Supervision, Jiang Yulin, General Manager of the Shanghai Audit Center of CITIC Bank, is suspected of serious violations of discipline and law and has voluntarily surrendered to authorities.

On the same day, Wu Xiaolun, former Party Secretary and President of the Hunan Provincial Branch of the Agricultural Development Bank of China, is also suspected of serious violations of discipline and law and is currently undergoing disciplinary review and investigation.

Anti-corruption efforts within the financial sector have continued to intensify in recent years. According to a review by reporters, since the beginning of 2026 alone, and including Jiang Yulin and Wu Xiaolun, multiple senior officials from central-level financial institutions have been subjected to disciplinary reviews, investigations, or have received Party and administrative sanctions.

As reported by the disciplinary inspection and supervision team stationed at the CITIC Group by the Central Commission for Discipline Inspection and the National Commission of Supervision, and by the Zhejiang Provincial Commission for Discipline Inspection: Jiang Yulin, General Manager of the CITIC Bank Shanghai Audit Center, is suspected of serious violations of discipline and law, voluntarily surrendered, and is currently undergoing disciplinary review by the inspection team stationed at CITIC Group and supervisory investigation by the Zhejiang Provincial Supervision Commission.

Public information shows that Jiang Yulin was born in June 1968 and is currently 57 years old. He worked for many years in the banking system in Zhejiang, spending the majority of his career at CITIC Bank. He held positions including Deputy Section Chief of the Accounting Management Section in the Accounting Department, Section Chief of the Development Management Section in the Retail Banking Department, and concurrently served as Head of the Fourth Corporate Business Office and Head of the Retail Business Office in the Business Department of the CITIC Bank Hangzhou Branch. He also served as President of the Jiefang Sub-branch and President of the Tianshui Sub-branch of the Hangzhou Branch, Assistant President of the Hangzhou Branch, Vice President of the Hangzhou Branch and concurrently General Manager of the Branch Business Department, and General Manager of the Corporate Banking Department of CITIC Bank.

In April 2016, Jiang Yulin joined China Zheshang Bank and was appointed as a Vice President, with his appointment qualification receiving regulatory approval in July of the same year.

According to other media reports, more than two years later, Jiang Yulin returned to CITIC Bank at the end of 2018 to serve as President of the Fuzhou Branch, until he was transferred to his current position as General Manager of the CITIC Bank Shanghai Audit Center at the end of 2025.

CITIC Bank was established in 1987 and completed a simultaneous A+H share listing on the Shanghai Stock Exchange and The Stock Exchange of Hong Kong in April 2007. By the end of 2025, the bank's total assets had surpassed the 10 trillion yuan mark, making it one of the four joint-stock commercial banks with assets reaching 10 trillion yuan. In 2025, the bank achieved operating revenue of 212.475 billion yuan, a decrease of 0.55% compared to the previous year, and a net profit attributable to the parent company of 70.618 billion yuan, an increase of 2.98% year-on-year.

According to information from the disciplinary inspection and supervision team stationed at the Agricultural Development Bank of China by the Central Commission for Discipline Inspection and the National Commission of Supervision, and from the Hubei Provincial Commission for Discipline Inspection: Wu Xiaolun, former Party Secretary and President of the Hunan Provincial Branch of the Agricultural Development Bank of China, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review by the inspection team stationed at the Agricultural Development Bank of China and supervisory investigation by the Xianning City Supervision Commission in Hubei Province.

It is worth noting that Wu Xiaolun had previously been disciplined for issues related to improperly approving loans. A June 2015 announcement from the Audit Office showed that between 2009 and 2013, with Wu Xiaolun's approval, his brother Wu Junlun and others assisted companies that did not meet the conditions in obtaining loans and guarantees from the Hunan Branch of the Agricultural Development Bank of China, deriving improper benefits from the process.

In August 2013, the National Audit Office transferred the线索 to the Central Commission for Discipline Inspection for investigation. In June 2014, the Party Committee of the Agricultural Development Bank of China imposed disciplinary actions on Wu Xiaolun, removing him from his Party and administrative positions. During the investigation, Wu Junlun and others returned or handed over 1.295 million yuan in profits gained by leveraging Wu Xiaolun's official influence.
