According to information from Haikou Customs, the first batch of out-of-zone bonded maintenance goods utilizing the "exceptional measures implementation" policy have recently completed the entire maintenance process at the Haikou National High-Tech Industrial Development Zone and were subsequently re-exported via Haikou Meilan Airport. This milestone signifies the first time Hainan Free Trade Port has achieved a complete "import-maintenance-re-export" operational cycle for medical equipment bonded maintenance services.
At the end of 2025, the medical equipment out-of-zone bonded maintenance project of Shenzhen Mindray Bio-Medical Electronics Co., Ltd. (Haikou) received approval from the Ministry of Commerce, making it the first such project authorized in Hainan Free Trade Port. It is also the first project permitted to conduct "two-end overseas" bonded maintenance for medical equipment under the "List of Goods and Items Prohibited or Restricted from Import and Export in Hainan Free Trade Port" (Announcement No. 43 of 2025), which took effect upon the island-wide customs closure operation. This project allows the company, under full customs supervision, to receive its own brand medical equipment requiring repair from global sources, perform testing, maintenance, and functional upgrade services, and then re-export the repaired items directly after completion.
To meet the company's re-export business needs, Haikou Customs clarified the declaration specifications under the dedicated "exceptional measures implementation + bonded maintenance" supervision method, assisting the company in completing the entire online declaration process through the "International Trade Single Window." By establishing a categorized registration and verification mechanism for goods awaiting repair, repaired goods, and irreparable goods, the procedures were significantly streamlined, customs clearance times were reduced, achieving "immediate reporting and review, rapid inspection and release."
For old parts, defective parts, and scrap materials generated during maintenance, a "categorized disposal, full-process tracking" supervision model was adopted. This ensures all components are compliantly re-exported while avoiding additional operational costs for the enterprise, achieving an organic integration of regulatory effectiveness and business convenience.
"From the declaration of spare parts for import, through maintenance, to re-export, the customs' full-process tracking service and intelligent supervision have provided us with tremendous convenience," stated Li Xiaoxi, General Manager of Shenzhen Mindray Bio-Medical Electronics Co., Ltd. (Haikou). In his view, this operation has successfully established a new business model chain of "global order reception, Hainan maintenance, global delivery," accumulating valuable experience for the company to expand into the international high-end medical equipment maintenance market.
It is understood that Haikou Customs will continue to deepen service measures, optimize supervision processes, and enhance customs clearance efficiency to promote the cluster development of high-end bonded maintenance sectors in Hainan, including medical equipment, aviation components, and precision instruments.
