Recently, the National Certification and Accreditation Administration released the first batch of pilot projects for quality certification service strong enterprises, strong chains, and strong county integration. Xiangcheng County in Sichuan Province has successfully been included, making it one of only three projects selected from the province. This initiative aims to implement specific measures in line with the "Quality Strong Nation" strategy and the "Action Plan for Quality Certification Services for Strong Enterprises, Strong Chains, and Strong Counties (2024-2026)." The pilot intends to organically integrate the common service needs of strong enterprises, strong chains, and strong counties, promoting enterprises' growth, enhancing industry cluster strengths, and ensuring sustainable development of the county economy. Furthermore, it aims to innovatively establish a service model that synergizes quality certification services for strong enterprises, strong chains, and strong counties, facilitating mutual enhancement among them.
The first batch consists of 50 projects covering future industries such as artificial intelligence, strategic emerging industries like new energy, low-altitude economy, and modern service sectors including ecology and wellness, as well as vacation rental services. Xiangcheng's inclusion not only affirms the high-quality development of its organic industry but also injects new momentum into its goal of becoming the "First County of Organic State."
Xiangcheng County, located at the southeastern edge of the Tibetan Plateau and the southwestern border of Garzê Prefecture, is known as the "Little Jiangnan of Kham," boasting a unique natural environment and rich resource advantages that provide an excellent foundation for developing the organic industry. Since the government's deployment of the "Organic State" strategy in 2022, Xiangcheng has set the target of becoming the "First County of Organic State," enabling a leap in its organic industry from initial stages to establishing itself as a benchmark leader. In 2022, it successfully created the first "Sichuan Organic Product Certification Demonstration Area" in Garzê Prefecture, paving the way for organic industry development. In 2023, recognizing its outstanding achievements in establishing the demonstration area, Xiangcheng hosted the main venue for Garzê's "Organic State and Rural Revitalization" conference, earning recognition as an advanced county in the "Organic State" initiative. By 2024, it established the first "Organic Characteristic Town" in western Sichuan, with Xiangcheng blueberries becoming the first and only organic fruit in the prefecture to achieve branded sales. In November 2024, it was selected as a model case for "Quality Certification Service for Strong Enterprises, Strong Chains, and Strong Counties" in Sichuan Province, being the only such case in Garzê Prefecture.
By 2025, Xiangcheng aims to focus on its goal of "Universal Organic Development," targeting specialty industries such as apples, matsutake mushrooms, Tibetan pigs, and Tibetan chickens. It actively promotes the establishment of a national organic agricultural product (matsutake) production base and a national green food raw material (apple) standardized production base, continuously enhancing the certification capabilities of its industry. As the first provincial-level organic product certification demonstration area in Garzê Prefecture, Xiangcheng currently has an organic certification area of 33,000 acres, with 14 certified organizations and 19 organic certification documents. Its organic products include more than 10 varieties, such as blueberries, apples, grapes, matsutake, Tibetan pigs, and Tibetan chickens, boasting an annual output value exceeding 60 million yuan.
A related official from the Xiangcheng Market Supervision Bureau indicated that moving forward, the county will take its inclusion as a national-level pilot project as an opportunity to continually refine its work mechanisms and policy support. They will explore effective pathways for deeply integrating quality certification services with enterprise cultivation, industry chain building, and county development, driving the organic industry to transform and upgrade towards standardization, high-end, and branding. This will create a comprehensive demonstration effect through the synergies of strong enterprises, strong chains, and strong counties, providing a replicable and promotable "Xiangcheng Model" for high-quality development of highland characteristic agriculture.
