Sweden Urges EU to Block Tesla FSD Rollout Unless Speed Exceed Feature is Disabled

Swedish transport authorities have recommended a vote against the approval of Tesla Motors' Full Self-Driving (Supervised) system across the European Union unless the software's ability to exceed speed limits is disabled.

A regulatory letter reveals that the Swedish Transport Agency (TRV) stated in a previously undisclosed April 30th communication that Tesla Motors' FSD (Supervised) feature should not be authorized for use on EU roads unless its function to ignore speed limits is removed.

The letter was sent to the EU's Technical Committee on Motor Vehicles (TCMV). This committee is scheduled to reconvene on June 30th to discuss the matter, after which a vote will be held on whether to approve the technology for EU-wide deployment.

Tesla Motors has already secured approval for its FSD system in some European nations. The system permits vehicles to drive autonomously on city streets and highways with human supervision. Gaining EU-wide approval would boost the company's sales within the region.

The Tesla Motors user manual notes that drivers should not rely solely on the system to judge speed limits and must "drive at a safe speed based on traffic and road conditions."

However, FSD allows users to set a "speed offset," enabling the vehicle to exceed posted speed limits within a range set by the driver.

The Swedish Transport Agency (TRV) argued in its letter that "allowing an automated driving system to systematically exceed the legal speed limit… could undermine the legal framework and the anticipated safety benefits of vehicle automation."

The agency called on Tesla Motors to remove this feature, stating that "if it cannot be removed, the TRV recommends that the TCMV vote against the introduction of FSD."

A TRV spokesperson indicated that the agency's position has not changed since the April letter was sent.

The spokesperson stated, "To my knowledge, Sweden's representative at the TCMV will only vote in favor if Tesla Motors' speed exceed function is removed."
