Beijing Releases First Specialized Policy for XR Smart Terminal Industry

The 2025 XR Smart Terminal Industry Conference recently opened in Beijing Economic-Technological Development Area (BDA), where the city’s first specialized policy for the XR (Extended Reality) smart terminal sector was unveiled. According to the policy, BDA aims to achieve full coverage in over 10 key application scenarios and scale the industry beyond 50 billion yuan by 2028.

As XR technology rapidly integrates with AI, 5G/6G, and other cutting-edge innovations, XR smart terminals are becoming pivotal in bridging the physical and virtual worlds. Their adoption is expanding across high-value sectors like industrial manufacturing, healthcare, and education, positioning them as a cornerstone of future digital ecosystems. With global competition in XR intensifying—driven by technological breakthroughs and ecosystem restructuring—BDA introduced the "Several Measures to Promote High-Quality Development of the XR Smart Terminal Industry," the city’s first dedicated policy for the sector. The initiative focuses on fostering hardware manufacturing, software R&D, content creation, platform operations, and industrial applications to build a comprehensive XR supply chain.

The policy outlines 11 specific measures across eight key areas, including core technology breakthroughs, shared manufacturing facilities, and scaled production. Highlights include: - **Shared Factories**: Enterprises are encouraged to open standardized production lines and consolidate supply chains, with subsidies covering up to 30% of project costs (max 50 million yuan) for platforms offering prototyping, pilot production, and validation services. - **Service Vouchers**: Startups and SMEs can receive subsidies for 20% of shared-service expenses (capped at 1 million yuan) to lower innovation barriers. - **"Unveiling the List" Initiative**: Up to 10 million yuan in funding for projects integrating XR and AI. - **Disruptive Tech Grants**: Early-stage innovations may qualify for one-time support of up to 2 million yuan.

By 2028, BDA expects to nurture over five industry leaders, establish 10+ globally recognized XR brands, and form a world-class advanced manufacturing cluster with self-sufficient technology, high industrial concentration, and broad applications.

As a hub for high-tech industries, BDA has already attracted 100+ key players, including BOE, NAURA, and LLVision, building a robust ecosystem spanning device manufacturing, core components, immersive software, and scenario-based solutions.
